Assignment Title: Consulting Services for “Environmental Impact Assessment of the Laboratory Upgrade and Renovation Project under the Disease Control Line”

The Government of China has obtained a loan from the World Bank to finance the “World Bank Loan Project for Prevention, Preparedness, and Response to Emerging Infectious Diseases — Hainan Province Project” (Global “One Health” Hainan Demonstration Project), and plans to allocate part of the loan funds for consulting services.
The main scope of this consulting service (hereinafter referred to as the “Service”) includes:
(i) Basic work and baseline survey for the environmental impact assessment (EIA);
(ii) Environmental impact prediction and risk assessment;
(iii) Preparation of the EIA report and technical support;
(iv) Administrative approval processes;
(v) Additional services; and
(vi) Key deliverables.
The total estimated input for this consulting service is 4 person-months, with an expected implementation period of 3 months.
The Terms of Reference (TOR) for this consulting service are attached to this Letter of Intent Inquiry.
The Hainan Provincial Bureau of Disease Control and Prevention (hereinafter referred to as the “Client”) hereby invites qualified consulting firms (“Consultants”) to express their interest in providing this consulting service. Interested Consultants should submit relevant documentation in accordance with the following requirements. The Letter of Intent (i.e., the bidding document) should at a minimum include:
1、Basic introduction and organizational structure of the consulting firm.
2、Power of attorney, identification documents of the legal representative and authorized person; if the consultant is a consortium, a consortium agreement (format at will) must be provided.
3、The consulting firm must have independent legal person status or be another organization with independent civil liability capacity, and provide scanned copies of the relevant business license or public institution legal person certificate.
4、If the consulting firm is a state-owned enterprise or public institution, the company or institution charter must be provided.
5、The consulting firm must have a good record and reputation in the past three years (from January 1, 2022, to the deadline for submission of the Letter of Intent), with no major violations in business activities (the consultant shall provide screenshots from the “Credit China” platform showing no illegal records, which must include at least the queries for the “List of Seriously Dishonest Entities,” “List of Dishonest Persons Subject to Enforcement,” and “List of Major Tax Violators”).
6、The consulting firm must have successfully completed at least three consulting service contracts of similar complexity and scale in the past three years (from January 1, 2022, to the deadline for submission of the Letter of Intent), each with a contract value of no less than RMB 100,000. (Provide photocopies of key pages of the consulting contracts, clearly showing the firm name, service content, signing date, contract amount, and other key information.)
7、Other documents that the Consultant deems necessary to provide (if any).
The Client will select one consulting firm with the best qualifications and relevant experience from all those who submit Letters of Intent, and invite it to submit technical and financial proposals and enter into negotiations.
Interested consulting firms should pay attention to the provisions in Clauses 3.14, 3.16, and 3.17 of Chapter 3 of the World Bank’s Investment Project Financing (IPF) Borrower Procurement Regulations (“Procurement Regulations”) (November 2020 edition), which set out the World Bank’s conflict of interest policy.
Consulting firms may jointly submit a Letter of Intent with other firms to enhance their qualifications, but must clearly state that such collaboration is in the form of a consortium and/or subcontracting. If selected as a consortium, all parties shall be jointly and severally liable for the entire contract.
The consulting firm for this service will be selected using the CQS (Consultant Qualification Selection) method as stipulated in the Procurement Regulations.

The Letter of Intent must be submitted in writing to the tendering agency before 5:00 PM on August 22, 2025 (submission deadline). Submission can be made by a designated person, by mail, or by email.
Consultants are encouraged to submit a physical copy of the Letter of Intent. If submitting in physical form, please provide one (1) original and two (2) copies, accompanied by a USB drive containing a stamped PDF scan of the original Letter of Intent and an editable Word version (content must be consistent with the stamped original). In case of any discrepancy between the electronic and physical versions, the physical version shall prevail.
