Assignment Title: Recruitment of Biomedical Equipment Expert Consultant

The Government of China has received a loan from the World Bank to finance the Hainan Project under the World Bank-financed Program for Prevention, Preparedness, and Response to Emerging Infectious Diseases (Global "One Health" Demonstration Project in Hainan), and intends to apply part of the proceeds for the following consulting services.
The objective of the consulting services (hereinafter referred to as the “Services”) is to provide support in: developing technical specifications; reviewing and ensuring the quality of technical specifications proposed or suggested by end-users; assisting in procurement and implementation; facilitating communication and coordination with the World Bank; providing technical guidance; and other related tasks.
One Biomedical Equipment Expert Consultant will be recruited for this assignment. The total estimated input is 12 person-months, and the duration of the assignment is expected to be 12 months starting from the effective date of the contract. The anticipated start date is August 2025.
The Terms of Reference (TOR) for this assignment is attached to this Request for Expression of Interest.
The Project Management Office of the Hainan Project under the World Bank-financed Program for Prevention, Preparedness, and Response to Emerging Infectious Diseases (hereinafter referred to as the “Client”) now invites eligible individual consultants to express their interest in providing the Services. Interested individual consultants should provide the following relevant information:
1、Letter of Bid;
2、Curriculum Vitae (CV) of the individual consultant (please refer to Section 2: CV Template for Individual Consultants);
3、Letter of Commitment from the individual consultant;
4、Photocopies of the front and back sides of the individual consultant’s national ID card;
5、Copies of graduation and degree certificates or equivalent academic credentials, as well as certificates of additional training received in equipment inspection, registration, and/or licensing (if applicable);
6、Copies of key pages of relevant contracts or other supporting documents (showing key information such as name, scope of work, etc.), to demonstrate that the consultant has no less than 10 years of relevant professional experience, including at least 5 years working with biomedical laboratory equipment, and at least 2 years of experience in biomedical laboratory equipment procurement;
7、Any other supporting documents that can demonstrate the consultant’s qualifications and relevant experience required for performing the Services (if available).
The specific selection criteria for the individual consultant are as follows:
(Ⅰ) Basic Eligibility Requirements
Must be a citizen of the People’s Republic of China and be able to work on-site at the Hainan Provincial Project Management Office, ensuring timely responses to project needs and providing on-site technical support.
Must comply with the laws and regulations of the People’s Republic of China, have no record of illegal or disciplinary conduct, and demonstrate a strong sense of professional ethics and legal awareness.
Must possess good character and professional integrity, be honest and trustworthy, responsible and detail-oriented, and capable of maintaining confidentiality regarding project information.
Must be physically and mentally fit to perform the duties of the position, and able to adapt to the high-intensity work pace and pressure of the project.
Must hold a bachelor"s degree or above in a science or engineering-related field, with a solid foundation of professional knowledge to support the resolution of complex technical issues.
Must have no less than 10 years of relevant professional experience, including at least 5 years working with biomedical laboratory equipment, and at least 2 years of experience in biomedical laboratory equipment procurement. Preference will be given to candidates familiar with medical laboratory equipment, veterinary laboratory equipment, or wildlife monitoring equipment.
Preferred qualifications: A postgraduate degree in medical technology and equipment, quality assurance, or a related engineering field; and additional training in equipment inspection, registration, and/or licensing requirements.
The individual consultant should possess strong analytical skills and computer proficiency, and be familiar with using internet search engines and trade-related websites. The consultant must be well-acquainted with relevant standards, specifications, and cutting-edge technologies in the field of biomedical engineering. He/she should be capable of incorporating the latest technological concepts into the development of technical specifications to enhance the project"s technical advancement.
(Ⅱ) Disqualifying Conditions
(The individual consultant shall provide a signed Letter of Commitment, as per the format in Section 3: Letter of Commitment for Individual Consultant)
The consultant must not fall under any of the following circumstances:
Has been subject to any form of criminal penalty.
Is currently under investigation for any illegal or disciplinary conduct.
Has not yet completed disciplinary sanctions imposed by the Communist Party of China or administrative disciplinary actions by government bodies.
Is a conscripted citizen who has refused or evaded military service and failed to rectify the behavior; or a military servicemember who, for the purpose of avoiding service obligations, refused to fulfill duties or deserted from the army, and was therefore dismissed, expelled from military service, or held criminally liable according to law.
Is listed as a dishonest person subject to enforcement by the People"s Court
Interested individual consultants should take note of the provisions set out in Sections 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (Procurement Regulations), November 2020 edition, which outline the World Bank’s policy on conflicts of interest.
The individual consultant will be selected using the Open Competitive Selection of Individual Consultants method, in accordance with the procedures specified in the Procurement Regulations.

Expressions of Interest must be submitted in written form (either in person by a designated representative or by mail) to the address below no later than 17:00 on August 11, 2025 (Beijing time).
Sealing and Submission Requirements for the Expression of Interest (EOI):
One (1) original hard copy of the EOI document in Chinese, and three (3) duplicate hard copies in Chinese shall be submitted. The original and duplicate copies must be individually bound and sealed together in one envelope.
The applicant shall also submit one (1) complete PDF scanned copy and one (1) editable electronic version of the EOI on a USB flash drive, which must be sealed separately.
In the event of any discrepancy between the electronic and hard copy versions, the original hard copy in Chinese shall prevail.
