Request for Quotations – Non-Consulting Services (RFQ)

Project Name: World Bank-Financed Project on Prevention, Preparedness, and Response to Emerging Infectious Diseases in Hainan Province (Global “One Health” Hainan Demonstration Project)
Contract Name: Non-Consulting Services for Public Awareness Campaign on Strengthening Antimicrobial Circulation Supervision and Management in Hainan Province

1、CITIC International Tendering Co., Ltd. (“the Procurement Agent”), entrusted by the Hainan Provincial Drug Administration (“the Client”), hereby invites you/your company to submit a quotation for the services described in Appendix A (Terms of Reference) of this Invitation for Quotations. However, if you/your company has participated in the preparation or drafting of “Appendix A: Terms of Reference” related to this RFQ, you/your company will be disqualified.
To assist you/your company in preparing the quotation, we have enclosed the Terms of Reference, the Quotation Form, and the Contract Form.

2、However, your proposal will not be considered if any of the following applies:
(a) The origin of the services you/your company provides is not from an eligible source country as stipulated by the World Bank; or
(b) You/your company is affiliated with any firm that has been engaged in preparing the Terms of Reference or is involved in the preparation of this project; or
(c) You/your company is a subsidiary or affiliate of the Client; or
(d) You/your company is currently subject to sanctions imposed by the World Bank for the period determined by the Bank under its prevailing Anti-Corruption Guidelines and Sanctions Framework, as described in paragraph 2.2(d) of Section VI, “Fraud and Corruption”; or
(e) Under a decision made by the United Nations Security Council pursuant to Chapter VII of the Charter of the United Nations, it is prohibited to purchase services from your country or make any payments to individuals or entities in your country.

3、Eligibility Requirements:
Requirements for Service Providers

1)The organization must have the legal capacity to independently assume civil liability. A copy of the Business License or the Legal Entity Certificate for Public Institutions (or other valid documentation corresponding to the organizational structure) must be provided.

2)The organization must have the conditions and capacity to complete the scope of this non-consulting service (either by owning eligible newspapers or websites, or by having signed cooperation agreements with such eligible newspapers or websites).

If the service provider owns the eligible newspapers or websites, it must provide relevant supporting documents such as the website registration certificate, website screenshot, or a copy of the newspaper publishing license.

If the service provider has a signed cooperation agreement with the newspapers or websites required in the Terms of Reference, it must provide copies of the key pages of the agreement (clearly showing both parties’ names, scope of cooperation, duration, rights and obligations, and signed and stamped pages), or an original authorization letter issued by the newspaper or website, or other relevant supporting documents (with the official seal of the newspaper or website sponsor affixed).

3)The organization must have extensive resources and experience in pharmaceutical science popularization. In the past three years (from January 1, 2022, to the submission deadline), the service provider must have undertaken no fewer than three entrusted contracts related to pharmaceutical policy and regulation promotion or pharmaceutical science popularization. The service provider must provide copies of key contract pages showing the project name, procurement content, contract signing date, and signed and stamped pages.

4、You/your company shall submit the quotation in accordance with the following instructions, procedures, and contract terms and conditions.

4.1 Quotation Preparation

(a) Your quotation must cover all items described in the Terms of Reference and must be submitted only in the format of the attached Quotation Form. The quotation and payment shall be in Renminbi (RMB).

(b) For the above-mentioned items, you/your company shall submit a quotation document consisting of one quotation and supporting documents for qualifications and experience (including the Quotation Form, documents required under Section 3 “Eligibility Requirements,” and any other supporting documents you consider necessary). The quotation document must be typed or written in indelible ink, affixed with your company seal, and signed by the legal representative or an authorized representative. If the Quotation Form is not signed and stamped, the quotation will not be considered further.

(c) You/your company shall submit one (1) original hard copy of the quotation document, clearly marked “Original”, and two (2) duplicate copies, clearly marked “Copy”. In addition, an electronic version of the quotation document shall be provided in both PDF (scanned with company seal) and editable WORD format, stored in a USB flash drive, properly sealed, and submitted together with the paper documents. In case of any discrepancy between the electronic version and the hard copy, the hard copy shall prevail. In case of any discrepancy between the original and the copies of the hard copy documents, the original shall prevail.

(d) The validity period of your quotation shall be 90 days from the quotation submission deadline. If you/your company withdraws the quotation within the validity period and/or refuses to accept the contract upon award, you/your company will be disqualified from the list of service providers for this project for a period of two (2) years.

4.2 Submission and Opening

(a) Your quotation document (including the Quotation Form and supporting documents) must be submitted before 09:00 a.m. on August 12, 2025 (the quotation submission deadline) to the following address:

The quotation must be signed, sealed, and placed in an envelope.

(b) The quotations will be publicly opened at 09:00 a.m. on August 12, 2025 at the above address, in the presence of the representatives of service providers who choose to attend as witnesses. Late submissions will be rejected.

4.3 Evaluation and Comparison

(a) Quotations determined to be substantially responsive to this RFQ will be evaluated by comparing their quoted prices. A quotation will be considered non-responsive if it contains material deviations or reservations from the terms, conditions, and specifications of this RFQ.

(b) During the evaluation of quotations, the Client will correct any arithmetic errors as follows:
(i) If there is a discrepancy between the amount in figures and the amount in words, the amount in words shall prevail;
(ii) If there is a discrepancy between the unit price (where applicable) and the line item total (calculated by multiplying the unit price by quantity), the unit price shall prevail; and
(iii) If you/your company refuses to accept the correction, your quotation will be rejected.

4.4 Contract Award

(a) The Client shall award the contract to the service provider whose quotation has been determined to be substantially responsive to this RFQ and offers the lowest evaluated price.

(b) Within 21 days after the submission date of the quotations, the Client will notify the successful service provider of the award and attach a Letter of Acceptance signed by the Client’s authorized representative. (Both the original and copies of the Letter of Acceptance shall be retained for inspection and audit purposes.)

The successful service provider shall sign the contract and comply with the Contract Terms and Conditions in the Appendix. The contract price shall be inclusive of Value-Added Tax (VAT) in China.

6、The Client intends to apply funds from the World Bank (WB) to make eligible payments under the contract resulting from this Request for Quotations.

7、In accordance with the World Bank’s Anti-Corruption Guidelines, service providers must uphold the highest ethical standards during procurement and contract execution to avoid fraud and corruption. If the World Bank determines that the recommended service provider and/or their employees have directly or indirectly engaged in corrupt, fraudulent, collusive, coercive conduct, or obstructive behavior in competing for or executing the contract, the Bank will reject the award recommendation and may impose sanctions or take other remedial actions. When submitting a quotation, you/your company must not be listed on the World Bank’s sanctions list. According to the Bank’s Anti-Corruption Guidelines and the sanctions procedures described in Section VI, paragraph 2.2(d) “Fraud and Corruption” of the Sanctions Framework, sanctioned companies or individuals are ineligible to participate in any procurement under Bank-funded projects, be awarded Bank-funded contracts, or benefit from such contracts during the sanction period determined by the Bank.

8、Neither you/your company nor any members of a joint venture (if applicable), affiliates, parent companies, subsidiaries, or related entities (including any subcontractors or suppliers for any part of this contract) are currently, or have ever been, suspended, debarred, declared ineligible, or blacklisted by the Client’s country, any international organization, or other donor agencies.

As of the quotation submission deadline, the supplier must not appear on the “Credit China” website (www.creditchina.gov.cn) lists of dishonest persons subject to enforcement or major tax violation offenders, nor on the “China Government Procurement Network” website (www.ccgp.gov.cn) lists of suppliers banned from government procurement activities for 1–3 years due to serious procurement violations with ongoing penalty periods.

9、Neither you/your company nor any members of a joint venture (if applicable), affiliates, parent companies, subsidiaries, or related entities (including any subcontractors or suppliers) have key personnel or management who have been charged with or convicted of any criminal offenses (including felonies or misdemeanors) or violations punishable by imprisonment.

10、You/your company understand that if you/your company or any members of your joint venture, affiliates, parent companies, subsidiaries (including any subcontractors or suppliers) are suspended, debarred, or otherwise prohibited from cooperating with the World Bank or any other multilateral development bank, the Client’s country, international organizations, or other donors, or lose eligibility to cooperate, or if any key personnel or management of you/your company are charged with or found guilty of any criminal offense or violation punishable by imprisonment, you/your company have the obligation to notify the World Bank.

11、According to the World Bank’s Anti-Corruption Guidelines, any intentional or negligent misrepresentation or attempt to mislead may result in automatic rejection of your quotation or cancellation of the contract (if awarded), and may require remedial actions.

12、You/your company (the bidder) must not have any conflicts of interest. Any bidder found to have a conflict of interest will be disqualified. A company shall be considered to have a conflict of interest in the following situations:
a. The goods, works, or non-consulting services offered by the company originate from the same company or its affiliated companies (where affiliates directly or indirectly control the company, or are controlled by the company, or both are under common control) that provided consulting services for the preparation or implementation of the project, or are directly related to those consulting services. This provision does not apply to joint ventures or consortiums formed under turnkey or design-build contracts involving various companies (consultants, contractors, or suppliers) jointly undertaking contractual obligations; or
b. The company, including its personnel, has a close business or family relationship with the borrower, the project implementing agency, the recipient of part of the World Bank loan, or any professional staff representing the borrower who:
 i. Directly or indirectly participates in the preparation of procurement documents or contract specifications and/or the evaluation of the contract; or
 ii. Will participate in the implementation or supervision of the contract, unless such conflict arising from the relationship has been resolved in a manner acceptable to the World Bank throughout procurement and contract execution; or
c. Any other conflict of interest situations not in compliance with the World Bank’s standard procurement documents for the specific procurement process.
