3、Qualification Requirements For Bidder
Qualifications or Performance:1) The bidder shall be an independent legal person or other organization that complies with the provisions of the Tendering and Bidding Law of the People"s Republic of China (domestic bidders shall provide a business license, and overseas bidders shall provide local registration documents);
2) The bidder and the manufacturer/refurbisher of the bidding goods have no significant illegal records in their business activities within the past year, no use of unfair competition to obtain the bid, no major economic or criminal cases, and no termination of the contract or failure as a defendant due to any breach of contract, illegal or unethical behavior (provide a written statement in the format of Annex 6-3);
3) The bidding goods are brand new or refurbished second-hand equipment, and the bidder must provide a clear explanation of the bidding goods in their bidding documents (the second-hand equipment must indicate the production year and serial number);
4) The bidding goods have no major operational accidents or major quality complaints in the past three years (provide a written statement in the format of Annex 6-3);
5) The bidder and the manufacturer/refurbisher of the bidding goods shall have the necessary equipment and professional technical capabilities to fulfill the contract (provide a description of the professional equipment and technical capabilities);
6) The bidder has sold no less than 5 units of the same type of coating equipment in the wafer manufacturing plant in the past three years (from January 1, 2022 to present, based on the date of contract signing). The bidder shall provide relevant supporting documents (such as orders, contracts, acceptance forms, etc.) (provide actual installation data and customer information in the format of Annex 6-4);
7) The bidder has sold no less than 5 units of the same type of developing equipment in the wafer manufacturing plant in the past three years (from January 1, 2022 to present, based on the date of contract signing). The bidder shall provide relevant supporting documents (such as orders, contracts, acceptance forms, etc.) (provide actual installation data and customer information in the format of Annex 6-4);
8) Bidders or bidding goods manufacturers/refurbishers should have specialized after-sales service institutions within China and a senior equipment maintenance team (including equipment and process engineers), so that users can obtain corresponding technical and business support in a timely manner (provide office location lease contracts or property certificates);
9) This project only accepts bids from manufacturers/refurbishers of the submitted goods, and does not accept bids from agents.
10) This project does not accept consortium bidding;
11) Bidders must submit their bids to the electronic trading platform designated by the Ministry of Commerce for bidding and tendering of mechanical and electrical products (hereinafter referred to as the electronic trading platform, with the website at: http://www.chinabidding.com )Complete valid registration on the website (as the registration review of the electronic trading platform takes some time, if bidders decide to participate in this project bidding, please log in to the website as soon as possible to check if they are already in a valid registration status, in order to avoid affecting normal bidding due to the approaching bidding deadline for registration matters).
