3、Qualification Requirements For Bidder
Qualifications or Performance:3.1. All documents proving that the Bidder can perform the Contract after winning the bid as specified in Volume I, Clause 13.3 of the Tender;
3.2. Comply with the relevant technical standards of the People"s Republic of China.
3.3 This bidder"s specific qualification:
3.3.1The bidder must be the direct manufacturer of the bidding vessel, and a valid copy of the business license with the official seal must be provided in the bidding documents.
3.3.2The bidder has the qualification and ability to manufacture full slewing tugboats. From January 1, 2022 (based on the date signing the contract provided) to the present, the bidder has the performance of manufacturing full slewing tugboats of 3528 kW and above (including under). Provide a copy of the key pages of the contract in the bidding documents (must include the first page of the contract, the signature and seal page, and the content reflecting the vessel is a full slewing tugboat and its specifications) with the official seal.
3.3.3The bidder provides a letter of commitment for no major or above safety liability accidents in the past 3 years (from January 1, 2022 December 31, 2024).
3.4 According to the Notice on Implementing Joint Punishment for Dishonest Executed Parties in Bidding and Tendering Activities issued by the Supreme People"s Court and eight other departments, bidders must not be dishonest executed parties. The tenderer (tender agent) will check the bidder"s credit information (the specific query is based on the "Credit China" website www.creditchina.gov.cn on the day of the bid opening). If a bidder is found to be an honest executed party, the evaluation committee will reject their bid. If, due to force majeure events on the day of the bid opening, it is impossible to conduct the check and cannot be restored immediately, post-bid inquiries can be made during the period of winning bid announcement. If the winning candidate is found to be an honest executed party, the tenderer will legally revoke their winning bid qualification.
3.5 Different units with the same person in charge or with control or management relations shall not participate in the bidding of the same tender project, and the bidding documents shall provide proof of equity.
