3、Qualification Requirements For Bidder
Qualifications or Performance:1) The bidder must be a legal person or other organization with independent legal personality; 2) The bidder shall provide an authorization letter for the project from the formal sales system of the bidding product in the bidding documents (Note: The format of the manufacturer"s authorization letter in the bidding documents is also applicable to the authorization letter issued by the agent responsible for sales business in the formal sales system of the main equipment manufacturer in China. When such an agent issues an authorization letter, the bidder shall also provide the agent certificate issued by the manufacturer to the agent, which is still valid for the sale of its products); 3) Domestic bidders who use products manufactured within the customs territory of the People"s Republic of China (excluding separate customs territories such as Hong Kong, Macao, and Taiwan) (including products produced or processed by enterprises in special customs supervision areas within the territory, including imported materials and components from abroad) to participate in the bidding shall meet the qualification conditions stipulated in Article 22, paragraph 1 of the Government Procurement Law of the People"s Republic of China (qualification documents stipulated in Article 17, paragraph 1 of the Regulation on the Implementation of the Government Procurement Law of the People"s Republic of China shall be provided in the bidding documents). 4) The bidder must complete valid registration on the electronic trading platform for bidding and tendering of electromechanical products designated by the Ministry of Commerce of the People"s Republic of China (hereinafter referred to as the electronic trading platform, website: http://www.chinabidding.com) before the deadline for submission of bids (as the registration and verification process on the electronic trading platform takes some time, bidders are advised to log in to the website as early as possible after deciding to participate in this project to check whether they are already in a valid registration status, so as to avoid affecting their normal bidding due to handling registration matters near the deadline for submission of bids). 5) Joint bidding is not allowed for this project.

(1) Potential bidders (or suppliers) who register for the first time need to provide a stamped scanned copy of the "Special Authorization Letter and Letter of Commitment for Supplier Registration" (which can be downloaded from the supplier registration page). Potential bidders (or suppliers) should prepare in advance and handle the registration as early as possible to avoid affecting the acquisition of bidding (or procurement) documents.
(2) Registered potential bidders (or suppliers) can follow the online process for purchasing bidding (or procurement) documents from the corresponding announcement on the procurement bulletin board of the website. If the announcement requires the provision of legal representative authorization letters and other purchasing materials (the format of the materials can be downloaded from the attachment of the announcement), potential bidders (or suppliers) shall upload scanned copies of the original relevant materials; otherwise, the procurement agency has the right to refuse to sell the bidding (or procurement) documents to them. For projects that do not require purchasing materials, potential bidders (or suppliers) can download the electronic bidding (or procurement) documents after submitting a purchasing application and paying the fees. The project manager will express the paper documents to the potential suppliers. The invoice will be sent to the email address registered by the potential bidder (or supplier) in the form of an electronic invoice.
(3) For potential bidders (or suppliers) who fail to register and purchase the bidding (or procurement) documents according to the above requirements, the agency has the right to reject the bidding (or response) documents they submit. For those already received, the agency will also request the bid evaluation (or review) committee to treat them as invalid bidding (or response) documents.
