1、The Government of China has received a loan from the World Bank to finance the Hainan Project under the World Bank-financed Program for Prevention, Preparedness, and Response to Emerging Infectious Diseases (Global One Health Hainan Demonstration Project), and intends to apply part of the proceeds of this loan to eligible payments under Contract Package A for the procurement of instruments and equipment under Subproject 1.4.3 of the Hainan Provincial Administration for Market Regulation (Contract No.: HN-G-31).
2、CITIC International Tendering Co., Ltd. (the Procurement Agent), on behalf of the Hainan Provincial Administration for Market Regulation (the Purchaser), now invites sealed bids from eligible and qualified bidders for the supply of the following goods and related services:

Delivery Period | Within 90 calendar days from the date of contract signing. |
3、This bidding process is being conducted through the National Competitive Procurement (NCP) method, using a Request for Bids (RFB), as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” (“Procurement Regulations”), and is open to all eligible bidders as defined in the Procurement Regulations.
4、Interested and eligible bidders may obtain further information at the address specified in this Invitation for Bids and inspect or purchase the bidding documents from July 4, 2025, to the bid submission deadline on August 11, 2025, during working hours: 9:00–11:30 a.m. and 1:30–5:00 p.m. (Beijing Time), excluding Saturdays, Sundays, and statutory holidays.
5、Prospective bidders should note the provisions on eligibility and conflict of interest set forth in Clause 4 of the Instructions to Bidders in the bidding documents. Any bidder found to have a conflict of interest shall be disqualified.
6、Qualification requirements for bidders include:
Business Scale | The bidder’s average annual turnover for the years 2022 to 2024 shall be no less than RMB 16.5 million. |
Contract Experience |
Since January 1, 2022, the bidder shall have successfully completed at least two (2) contracts as a supplier, each involving the supply of Ultra-High Performance Liquid Chromatography–Mass Spectrometry (UHPLC-MS) systems, with a contract value of no less than RMB 2.5 million for each contract. The bidder must provide documentary evidence to demonstrate compliance with this requirement, including but not limited to: copies of contract agreements and user-issued acceptance certificates. The contract copies submitted with the bid must include, at a minimum, the following pages: the cover page showing the project name, procurement content, contract signing date, contract value, and the signature and stamp page. The bidder must also provide the final user’s contact person and contact details. |
Contract Experience | The goods offered must have at least two (2) years of production experience. The bidder is required to provide documentary evidence demonstrating compliance, including copies of sales contracts for similar goods. Specifically, at least two (2) units/sets of Ultra-High Performance Liquid Chromatography–Mass Spectrometry (UHPLC-MS) systems must have been sold. The bidder must submit supporting documents such as copies of sales contracts and invoices for the similar goods. |
Production Capacity | The bidder must demonstrate minimum supply or production capacity to ensure the ability to supply the required models, specifications, and quantities of the goods. The bidder shall provide certification documents from the manufacturer of the goods offered, including but not limited to: copies of the business license, performance test reports (if available), and other relevant documents. These documents should demonstrate the minimum supply or production capacity to guarantee the bidder’s ability to supply goods that meet the required models, specifications, quantities, and quality. |
Financial Status | The audited annual financial statements (balance sheets and income statements) for the years 2022, 2023, and 2024 shall reflect the bidder’s financial condition and demonstrate sustained profitability. At a minimum, the bidder’s net assets (calculated as total assets minus total liabilities) for each of the past three years must be positive. |
Cash Flow Capacity | The bidder’s available quick assets—including cash and cash equivalents, short-term financial notes, short-term held-for-sale securities, marketable securities, accounts receivable, short-term financing receivables, and other assets realizable within one year—combined with credit lines and other financing methods, shall be sufficient to meet the cash flow requirements for contract performance. At the same time, ongoing contracts under the bidder’s execution must also be taken into account. The minimum requirement is no less than RMB 3 million. |
Litigation History | Outstanding claims, arbitrations, or other litigations shall not exceed 50% of the bidder’s net assets in total amount. |
This project accepts joint venture bids. The maximum number of joint venture members shall be two (2), and either the lead member or one of the members of the joint venture must meet the above
qualification requirements.

7、Interested and eligible bidders may submit an application to purchase the bidding documents at the address specified in this Invitation for Bids and pay a non-refundable fee of RMB 1,000.

8、All bids must be submitted to the address specified in this Invitation for Bids no later than 08:30 a.m. (Beijing Time) on August 11, 2025. Late bids will be rejected. The bid opening will
be conducted publicly at the same address. Bidders or their authorized representatives may attend the bid opening. The bid opening time is 08:30 a.m. (Beijing Time) on August 11, 2025.
Bids must be accompanied by a bid security in the amount of RMB 120,000.00.
