1、The Government of China has received a loan from the World Bank to finance the Hainan Project for the Prevention, Preparedness, and Response to Emerging Infectious Diseases (Global “One Health” Demonstration Project in Hainan), and intends to apply part of the proceeds of this loan to eligible payments under Contract Package B of Subproject 1.3.2 for the Procurement of Instruments and Equipment by the Hainan Provincial Market Supervision Administration (Contract No.: HN-G-28).

2、CITIC International Tendering Co., Ltd. (the Procurement Agent), on behalf of the Hainan Provincial Market Supervision Administration (the Purchaser), now invites sealed bids from eligible and qualified bidders for the supply of the following goods and related services:

Contract Title Contract Package B for Subproject 1.3.2 Instrument and Equipment Procurement of the Hainan Provincial Market Supervision Administration
Main Types and Quantities of Goods One high-performance liquid chromatograph (HPLC), one set of ultra-high-performance liquid chromatograph (UHPLC), one ultra-high-performance liquid chromatograph (including derivatization system), and other instruments and equipment, along with related services. For details, please refer to the Schedule of Goods Requirements in Chapter 6 of the bidding documents.
Delivery Period 90 calendar days from the date of contract signing.

3、This tender is conducted through domestic competitive procurement using the method of request for bids, in accordance with the World Bank’s “Procurement Regulations for Borrowers of Investment Project Financing” (“Procurement Regulations”). All bidders who meet the eligibility requirements specified in the Procurement Regulations are eligible to participate.

4、Interested eligible bidders may obtain further information and inspect or purchase the bidding documents at the address specified in this Invitation for Bids from July 4, 2025, to August 13, 2025, every day (except Saturdays, Sundays, and public holidays) between 9:00 AM–11:30 AM and 1:30 PM–5:00 PM (Beijing Time).

5、Potential bidders should note the provisions on eligibility and conflict of interest in Clause 4 of the Instructions to Bidders in the bidding documents. Any bidder found to have a conflict of interest will be deemed ineligible.

6、The qualification requirements for bidders include:

Business Scale The bidder’s average annual turnover for the years 2022 to 2024 shall be no less than RMB 4.8 million.
Contract Experience

Since January 1, 2022, the bidder must have successfully completed at least [2] supply contracts as a supplier, with the supply content including high-performance liquid chromatographs (HPLC) or ultra-high-performance liquid chromatographs (UHPLC). In each contract, the value of the HPLC must be no less than RMB 450,000, or the value of the UHPLC must be no less than RMB 500,000.

The bidder must provide supporting documents that meet these requirements, including at a minimum: the contract agreement and the acceptance certificate issued by the end user. Copies of contracts included in the bid must contain pages that clearly show the following: the front page of the contract indicating the project name, procurement content, contract signing date, contract amount, signature and seal pages, and the contact person and contact information of the end user.

Contract Experience The goods offered must have at least [2] years of production experience. The bidder must provide supporting documents that meet the requirements, including copies of sales contracts for similar goods. Among these, at least [2] units/sets of ultra-high-performance liquid chromatographs (UHPLC) must have been sold. The bidder must provide supporting documents that meet the requirements, including copies of sales contracts and invoices for similar goods.
Production Capacity Minimum supply or production capacity must be ensured to demonstrate that the bidder is capable of supplying the required models, sizes, and quantities of goods. The bidder shall provide supporting documents from the manufacturer of the offered goods, including copies of the business license, performance test reports (if available), and other relevant documents. These documents should reflect the manufacturer’s minimum supply or production capacity to ensure the bidder’s ability to deliver goods that meet the required models, sizes, quantities, and quality standards.
Financial Status The audited annual financial statements (balance sheets and income statements) for 2022, 2023, and 2024 shall reflect the bidder’s financial condition, demonstrating sustained profitability. As a minimum requirement, the bidder’s net assets (calculated as total assets minus total liabilities) for each of the past three years must be positive.
Cash Flow Capacity The bidder’s available quick assets [1. Quick assets include cash and cash equivalents, short-term financial notes, short-term held-for-sale securities, marketable securities, accounts receivable, short-term financing receivables, and other assets convertible to cash within one year], credit facilities, and other financing methods must be sufficient to meet the cash flow requirements for contract performance. Additionally, consideration should be given to other contracts currently being performed by the bidder. The amount shall be no less than RMB 900,000.
Litigation History Outstanding claims, arbitrations, or other litigations shall not exceed 50% of the bidder’s net assets in total.

This project accepts joint venture bids. The maximum number of members in a joint venture shall be two, and either the lead member or one of the members must meet the above qualification requirements.

7、Interested eligible bidders may submit an application to purchase the bidding documents at the address specified in this Invitation for Bids and pay a non-refundable fee of RMB 1,000. Payment can be made in cash or by direct transfer to the Procurement Agent’s account (Account Name: CITIC International Tendering Co., Ltd.; Bank Name: China CITIC Bank Beijing Sanyuanqiao Branch; Account Number: 8110701013102383606). The bidding documents will be sent by mail. The Purchaser and the Procurement Agent shall not be responsible for any loss or delay of documents during the mailing process.

8、All bids must be submitted to the address specified in this Invitation for Bids no later than 9:00 AM (Beijing Time) on August 13, 2025. Late bids will be rejected. The bid opening will be conducted publicly at the address specified in this Invitation for Bids. Bidders or their authorized representatives may attend the bid opening. The bid opening time is 9:00 AM (Beijing Time) on August 13, 2025. Bids must be accompanied by a bid security in the amount of RMB 30,000.00.
