1、The Government of China has received a loan from the World Bank toward the cost of the World Bank-financed Hainan Project for the Prevention, Preparedness, and Response to Emerging Infectious Diseases (Global “One Health” Demonstration Project in Hainan), and intends to apply part of the proceeds of this loan to eligible payments under Contract Package A of Subproject 1.3.2 for Procurement of Instruments and Equipment of the Hainan Provincial Market Supervision Administration (Contract No.: HN-G-27).

2、CITIC International Tendering Co., Ltd. (the Procurement Agent), on behalf of the Hainan Provincial Market Supervision Administration (the Purchaser), hereby invites sealed bids from eligible and qualified bidders for the supply of the following goods and related services:

Main Types and Quantities of Goods Four units of ultra-high-performance liquid chromatography coupled with triple quadrupole mass spectrometry (UHPLC-TQMS) instruments and related services. For details, please refer to the Schedule of Goods Requirements in Chapter 6 of the bidding documents.
Delivery Period 90 calendar days from the date of contract signing.

3、This tender is conducted through domestic competitive procurement using the method of request for bids, in accordance with the World Bank’s “Procurement Regulations for Borrowers of Investment Project Loans” (“Procurement Regulations”). All bidders who meet the eligibility criteria set forth in the World Bank Procurement Regulations are eligible to participate.

4、Interested eligible bidders may obtain further information and inspect or purchase the bidding documents at the address specified in this Invitation for Bids from July 4, 2025, to August 12, 2025, every day except Saturdays, Sundays, and public holidays, between 9:00 AM and 11:30 AM, and 1:30 PM and 5:00 PM (Beijing Time).

5、Potential bidders should note the provisions on eligibility and conflict of interest in Clause 4 of the Instructions to Bidders in the bidding documents. Any bidder found to have a conflict of interest will be considered ineligible.

6、The qualification requirements for bidders include:

Business Scale The bidder’s average annual turnover for the years 2022 to 2024 shall be no less than RMB 40 million.
Contract Experience

The bidder must have successfully completed at least [2] supply contracts since January 1, 2022, as a supplier, with the supply content including ultra-high-performance liquid chromatography coupled with triple quadrupole mass spectrometry (UHPLC-TQMS) instruments. The contract amount for UHPLC-TQMS in each contract shall be no less than RMB 3 million.

The bidder must provide supporting documents that meet the requirements, including at least the contract agreements and acceptance certificates issued by the end users. Copies of contracts attached to the bid documents must include pages clearly showing the following: the contract front page indicating the project name, procurement content, contract signing date, contract amount, and contract signature and seal pages, as well as the contact person and contact information of the end user.

Contract Experience The goods offered must have at least [2] years of production experience. The bidder must provide supporting documents meeting the requirements, including copies of sales contracts for similar goods. Among these, at least [4] units/sets of ultra-high-performance liquid chromatography coupled with triple quadrupole mass spectrometry (UHPLC-TQMS) instruments must have been sold. The bidder must provide supporting documents meeting the requirements, including copies of sales contracts and invoices for similar goods.
Production Capacity Minimum supply or production capacity to ensure the bidder is capable of supplying the required models, sizes, and quantities of goods. The bidder shall provide supporting documents from the manufacturer of the offered goods, including copies of the business license, performance test reports (if any), and other relevant documents. These documents should demonstrate the minimum supply or production capacity to ensure the bidder’s ability to supply goods that meet the required models, sizes, quantities, and quality.
Financial Status The audited annual financial statements (balance sheets and income statements) for 2022, 2023, and 2024 shall reflect the bidder’s financial condition, demonstrating sustained profitability. As a minimum requirement, the bidder’s net assets (calculated as total assets minus total liabilities) for each of the past three years must be positive.
Cash Flow Capacity The bidder’s available quick assets [1. Quick assets include cash and cash equivalents, short-term financial notes, short-term held-for-sale securities, marketable securities, accounts receivable, short-term financing receivables, and other assets convertible to cash within one year], credit facilities, and other financing means must be sufficient to meet the cash flow requirements for contract performance. Additionally, consideration should be given to other contracts currently being performed by the bidder. The amount shall be no less than RMB 8 million.
Litigation History Outstanding claims, arbitrations, or other litigations shall not exceed 50% of the bidder’s net assets in total.

This project accepts joint venture bids. The maximum number of members in a joint venture shall be two, and either the lead member or one of the members must meet the above qualification requirements.

7、Interested eligible bidders may submit an application to purchase the bidding documents at the address specified in this Invitation for Bids and pay a non-refundable fee of RMB 1,000. Payment can be made in cash or by direct transfer to the Procurement Agent’s account (Account Name: CITIC International Tendering Co., Ltd.; Bank Name: China CITIC Bank Beijing Sanyuanqiao Branch; Account Number: 8110701013102383606). The bidding documents will be sent by mail. The Purchaser and the Procurement Agent shall not be responsible for any loss or delay of documents during the mailing process.

8、All bids must be submitted to the address specified in this Invitation for Bids no later than 8:30 AM (Beijing Time) on August 12, 2025. Late bids will be rejected. The bid opening will be conducted publicly at the address specified in this Invitation for Bids. Bidders or their authorized representatives may attend the bid opening. The bid opening time is 8:30 AM (Beijing Time) on August 12, 2025. Bids must be accompanied by a bid security in the amount of RMB 300,000.00.
