3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 Bidders must be independent legal persons lawfully established and validly existing in the People"s Republic of China or in countries or regions that have normal trade relations with the People"s Republic of China. (Domestic bidders must provide a copy of their business license.) Foreign bidders must provide a copy of the registration certificate.

3.2 If the bidder is an integrator, it must provide a copy of the authorization letter issued by the manufacturer of the key equipment (electromagnetic reverberation chamber, spectrum analyzer, vector network analyzer, signal source, power amplifier and hub) for this project.

3.3 From January 1, 2020 to the bid submission deadline of this project (based on the contract signing date), the electromagnetic reverberation chamber bid for by the bidder must be within the territory of China (excluding Hong Kong, Macao and Taiwan regions). The performance of similar projects (similar projects refer to the procurement project of electromagnetic reverberation chambers that meet the G-class radiation sensitivity test level stipulated in "Environmental Conditions and Test Procedures for RTCA DO-160G Airborne Equipment") must be no less than one (copies of key pages of the contract and acceptance certificates must be provided, among which the parts involving commercial secrets can be omitted). However, it must be able to fully reflect the contract signing time, procurement content, name of the end user, names of all parties to the contract signing, and other contents that meet the requirements of this clause. The performance of the manufacturer can be regarded as that of the bidder. If the product name in the contract is inconsistent with the requirements of this clause, other supplementary supporting materials such as technical agreements may be provided. The bid evaluation committee reserves the right to review the original supporting documents.

3.4 Manufacturers of key equipment (electromagnetic reverberation chambers, spectrum analyzers, vector network analyzers, signal sources, power amplifiers and hubs) must provide copies of valid ISO9001 series or other internationally recognized quality management system certification certificates.

3.5 Manufacturers of key equipment (electromagnetic reverberation chambers, spectrum analyzers, vector network analyzers, signal sources, power amplifiers, hubs) must have after-sales service and maintenance capabilities within the territory of China. It is necessary to provide an introduction of the after-sales service team (in terms of machinery, electrical, quality management, etc.), the address and contact information of the service outlets, the after-sales service plan and the after-sales service commitment letter (in a self-designed format).

3.6 Bidders must provide a "Declaration of Integrity" (in a self-designed format), promising to abide by the relevant laws and regulations of the People"s Republic of China and not to have any of the following circumstances:

(1) There are outstanding lawsuits and records of poor performance related to the tendered goods or business;

(2) Has been subject to administrative penalties of suspension of bidding qualifications by relevant administrative departments of the state, Chongqing Municipality, Suzhou City (including the city or any district or county), and is still within the penalty period.
