3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 Bidders must be independent legal persons lawfully established and validly existing in the People"s Republic of China or in countries or regions that have normal trade relations with the People"s Republic of China. (Domestic bidders must provide a copy of their business license.) Foreign bidders must provide a copy of the registration certificate.

3.2 If the combined driving control robot, the large flat panel driven by the target object and the small flat panel driven by the target object that the bidder bids for are not self-produced, the original authorization letter issued by the corresponding product manufacturer for this project or a copy of the agency authorization letter issued by the product manufacturer to the bidder must be provided.

3.3 From January 1, 2022 to the bid submission deadline of this project (based on the contract signing date), the supply performance of the combined driving control robot, target object-driven large flat panel and target object-driven small flat panel submitted by the bidder within the territory of China (excluding Hong Kong, Macao and Taiwan regions, the same below) must be no less than one set each (a copy of the key pages of the contract must be provided) The parts involving business secrets may be omitted, but they must be able to fully reflect the contract signing time, the name and quantity of the supplied products, the names of all parties to the contract signing, and other contents that meet the requirements of this clause. If the product name in the contract is inconsistent with the requirements of this clause, other supplementary supporting materials such as technical agreements may be provided. The bid evaluation committee reserves the right to review the original supporting documents. If the contract cannot be provided, a copy of the sales list issued by the manufacturer of the products being tendered can be provided (with the official seal of the manufacturer of the products being tendered affixed).

3.4 Bidders must provide a "Declaration of Integrity" (in a self-designed format), promising to abide by the relevant laws and regulations of the People"s Republic of China and not to have any of the following circumstances:

(1) There are outstanding lawsuits and records of poor performance related to the tendered goods or business;

(2) Has been subject to administrative penalties of suspension of bidding qualifications by relevant administrative departments of the state or Chongqing Municipality (including the municipality or any district or county), and is still within the penalty period.
