3、Qualification Requirements For Bidder
Qualifications or Performance:The bidder must be manufacturer or agent.
If the Bidder is a trader or an Agent, it shall meet the following requirements of qualification and provide certificates:
a. The agent must provide sole official letter of authorization by manufacturer.
b. The company shall have established not less than 3 years based on bid opening day.
c. The bidder shall have sales performance for similar products. (Sale contract or end-user certification shall be provided and signed or sealed by representative of Bidder)
d. Manufacturer and agent cannot participate the bid simultaneously. If the manufacturer authorizes an agent to participate this bid, only one agent can be authorized.

The bidder or manufacturer should provide the performance of the similar products in the LNG project and meet the following requirements:
1) The welding consumables for 9% Ni SAW process provided by the bidder or manufacturer should have the supply and application performance of the LNG tank in China mainland, since Jan 1st 2020.
The performance provided by the bidder or manufacturer must include the supply performance of 9%Ni steel SAW welding wire, flux (covering the model and specification of this bid) for at least 3 domestic LNG full containment tanks with a capacity greater than or equal to 160000m3, and one tank shall have been successfully put into operation for at least one year. The valid performance certificate shall include the copy of the supply contract and the proof materials of successful operation for more than one year. The original supply contract shall be kept for reference.
2) The place of origin of the product mentioned in the performance of supply provided by the bidder shall be consistent with the place of origin of the product to be supplied (including production and inspection).
