3、Qualification Requirements For Bidder
Qualifications or Performance:(1) This Invitation for Bids is open to all legal persons or other organizations from within the People"s Republic of China (hereinafter abb. as "PRC") and all countries/areas which have regular trade relations with PRC (hereinafter called "the eligible source countries/areas").Bidders shall be independent legal persons or other organizations corresponding to the bid. Domestic bidders shall provide copy of their business license, foreign bidders shall provide a copy of their registration certificate.
(2)This project accepts bids from agents. If the bidder submits goods that are not manufactured by the bidder himself, the bidder shall provide an exclusive formal authorization for the equipments from the manufacturer to provide the goods in this tender. All of the equipments shall be the same brand. Manufacturers of the same brand can only entrust one agent to participate in the bidding of this project. Manufacturers and agents of the same brand cannot participate in the bidding of this project at the same time.
(3)The bidder has sales performance of the similar equipment in China from Jan.1,2022 to the bidding submission time(subject to the contract signing time).The performance supporting documents must include but shall not be limited to: the first page of the contract, the content where the product reflects the product, the signing date, and seals of both parties to the Contract. For performance that without supporting documents will not be accepted.
(4)The Bidder shall provide the bank reference letter issued within three (3) months prior to the time of bid opening in original or its copy;
(5)The Suppliers may participate in the bids only if they are legally and financially autonomous, if they operate under relevant law, and if they are not a dependent agency of the Tenderee or the Tendering Agent.
(6)Different bidders that have the same person in charge or have the relationship of share-holding or management should not participate in the bids for the same package.
(7)Any legal person or other organization that has conflict of interest with the Tenderee and may have impact on fairness of the bidding is not allowed to participate in the bid.
(8)Any legal person or other organization that has been entrusted to provide consulting service at the preliminary stage of the project or to prepare the bidding document is not allowed to participate in the bid, nor to prepare bid documents or provide consulting service to the Bidder.
(9)This project does not accept consortium bidders, and does not accept any form of subcontracting.
(10)Any legal person or organization that has not purchased the bidding documents from the Tenderee or the Tendering Agent is not allowed to participate in the bid.
