3、Qualification Requirements For Bidder
Qualifications or Performance:*3.1 The Tenderer shall be the manufacturer or agent. If the Tenderer is a manufacturer, it shall provide a copy of the valid business license (business registration supporting documents) or business license supporting documents. If the Tenderer is an agent, it shall provide a copy of the valid corporate business license (business registration certificate) or business license certificate, and shall provide a formal direct authorization letter from the manufacturer of the equipment it represents agreeing to provide the goods in this tender. Distributor sub-authorization will not be accepted. Otherwise, the tender will be rejected.
*3.2 The Tenderer and/or manufacturer shall have at least 3 manufacturing/sales performances identical or similar to the contents of this tendering in the past five years (January 1, 2020 to the deadline for submission of Tender Documents), and shall provide a list of main performances. The Tenderer shall provide copies of relevant service contracts (including the cover page, seal page, service content and list page of the contract) as supporting materials.
*3.3 The Tenderer shall provide a credit certificate issued by the bank where the Tenderer"s basic account is opened within three months before the deadline for submission of Tender Documents (the bank credit certificate shall prove that the Tenderer has normal business dealings with the bank).
*3.4 For domestic Tenderers:
1) The Tenderer shall provide the basic bank account opening permit (or supporting documents of basic deposit account information);
2) If the Tenderer is blacklisted by China National Railway Group from January 1, 2021 to the tender submission deadline; Being ordered to suspend business, suspend tendering, property being taken over and frozen, entered bankruptcy status, etc. (the Tender Documents shall provide a screenshot of the credit evaluation result query of the national railway procurement platform https://cg.95306.cn); Be listed as a dishonest person subject to enforcement (the Tender Documents shall provide screenshots of the "Credit China" query results https://www.creditchina.gov.cn), its tender will be rejected.
*3.5 The Tenderers who illegally employ railway retired or dismissed personnel as consultants and brokers shall not participate in this project. Otherwise, they will bear relevant responsibilities as agreed and be disqualified from the wining the tender.
*3.6 The consortium tender and subcontracting are not allowed in this tender.
