1、Bidding Conditions
Overview:The 50000 ton/year super absorbent polymer (SAP) plant is under construction by Tianjin Bohai Petrochemical Co., Ltd.. The Crushing and screening unit, is proposed to purchase for the 50000 ton/year SAP plant. The bidder shall meet the following requirements: the Crushing and screening unit shall have a reasonable overall layout, high degree of automation, low energy consumption so as to reduce operating costs. The process of the Crushing and screening unit shall be well refined with advanced equipment, which is designed and manufactured on the advanced level of similar products at present time. The Crushing and screening unit shall be organically integrated with various units of SAP device in a smooth running. The entire system shall be safe and reliable in the operation conditions, equipped with reasonable safety protection measures, online monitoring, and system alarms.
Source of Funds:Self-Funded, Funding has been implemented.

3、Qualification Requirements For Bidder
Qualifications or Performance:(1)The Bidder is legal person or other organization that has purchased the Bidding Document from the Tendering Agent, and has participated in the bid. Any legal person or organization that has not purchased the Bidding Document from the Tendering Agent is not allowed to participate in the bid.
(2)This Invitation for Bids is open to all legal persons or other organizations within the People"s Republic of China (hereinafter abb. as "PRC") or from all countries/areas which have regular trade relations with PRC (hereinafter called "the eligible source countries/areas").
(3)Any legal person or other organization that has conflict of interest with the Tenderee and may have impact on fairness of the bidding is not allowed to participate in the bid.
(4)Any legal person or other organization that has been entrusted to provide consulting service at the preliminary stage of the project or to prepare the Bidding Document is not allowed to participate in the bid, nor to prepare bid documents or provide consulting service to the Bidder.
(5)Different Bidders that have the same person in charge or have the relationship of share-holding or management should not participate in the bids for the same package.
(6)The Suppliers may participate in the bids only if they are legally and financially autonomous, if they operate under relevant law, and if they are not a dependent agency of the Tenderee or the Tendering Agent.
(7)Bidders should successfully complete the registration on http://www.chinabidding.com (hereinafter abb. as "the Website") prior to the deadline for submission of Bids stipulated in the Bidding Document. Otherwise, the Bidders cannot enter into bidding procedures, and any consequence arisen thereafter shall be borne by Bidders.
(8)Copies of business licenses shall be submitted by domestic bidders, and copies of registration certificates shall be submitted by bidders abroad. Sealing with company stamp for domestic bidders, while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below).
(9)The Bidder shall be professional equipment manufacturer. Bidding from agent is not accepted for this project. "Manufacturer Qualification Statement" shall be provided (the format is as per IV-9-2 in Chapter IV of Volume I).
(10)The bidder shall provide scanned copy of the valid Quality Management System Certification Sealing with company stamp for domestic bidders(excluding Hong Kong, Macao and Taiwan, the same below), while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below).
(11)Since January 1, 2013, the bidder shall be successfully experienced with at least 1 set of Crushing and screening unit in SAP plant. (the Format of Relevant Experiences List is as per the Attachment 1 of Section Six)
The successful experience shall be identified upon:
A copy of the performance contract stamped with the bidder"s company seal (the contract should reflect the supply content, the date of contract signing, the name of the user, the address, the date of device/equipment delivery, and the quantity of device/equipment delivered.).
(12)The Bidder shall have good bank credit, good financial status, ability to perform contracts, and no bad business practices. Bidders shall provide the original Credit Certificates within 3 months before the bid opening issued by the bank where his basic account is open, or the copy of Annual Audit Reports of 2021-2023 with its company sealing for domestic bidders(excluding Hong Kong, Macao and Taiwan, the same below), while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below).
(13)Power of Attorney of legal representative (the format is as per Section 4 Form IV-8,ITB Volume One), Certificate Identity of legal representative and the Identification Card of the authorized representative shall be provided; if the authorized representative for the bid is the company"s legal representative, the qualified company"s legal representative certificated and his Identification Card shall be provided.
