3) The goods to be tendered shall have the People"s Republic of China (PRC) Medical Device Registration Certificate or the First Class Medical Device Filing Certificate within the validity period of the tender deadline;

6) The bidder has no major illegal records in business activities within three years before participating in government procurement activities;
