The bid document delivered late is invalid, the bidder shall bear the consequences.
2.2 In order to ensure the timely delivery of mailed packages, the bidder shall fully reserve the time required for the mailing and delivery of bid documents, and shall choose an express company with guaranteed mailing and delivery time to send the bid documents.
