3、Qualification Requirements For Bidder
Qualifications or Performance:3.1. Bidders who comply with Article 26 of the Bidding Law of the People"s Republic of China;
3.2. The bidder must be the manufacturer of the bidding equipment, and have the qualification and ability to design and manufacture tire container gantry crane. The copy of business license and special equipment production license shall be provided in the bidding documents with official seal.
3.3 The bidder must have designed and manufactured at least five tire-type container gantry cranes with a lifting capacity (excluding the hoist) of 40 tons or more since January 1, 2022 (based on the date of contract signing). In the tender documents, provide a list of these achievements along with copies of key pages from the performance contracts (including the first page of the contract, the signature and seal page, and any content reflecting the crane specifications), all stamped with the official seal.
3.4 According to the Notice on Implementing Joint Punishment for Dishonest Executed Parties in Bidding and Tendering Activities issued by the Supreme People"s Court and eight other departments, bidders must not be dishonest executed parties. The tenderer (tender agent) will check the bidder"s credit information (the specific query is based on the "Credit China" website www.creditchina.gov.cn on the day of the bid opening). If a bidder is found to be an honest executed party, the evaluation committee will reject their bid. If, due to force majeure events on the day of the bid opening, it is impossible to conduct the check and cannot be restored immediately, post-bid inquiries can be made during the period of winning bid announcement. If the winning candidate is found to be an honest executed party, the tenderer will legally revoke their winning bid qualification.
3.5 Consortium bidding or subcontracting is not accepted in this tender.
