3、Qualification Requirements For Bidder
Qualifications or Performance:1) Domestic bidders shall be independent legal entities that comply with the provisions of the Tendering and Bidding Law of the People"s Republic of China.
2) The manufacturer should have the qualifications and capabilities to design and manufacture the equipment for this bidding. At least one performance table of the bidder (including the manufacturer) in the past three years related to the design, manufacturing, installation, and commissioning of the bidding equipment or similar equipment should be provided during the bidding process.
3) The bidder shall provide the valid Special Equipment Production License of the People"s Republic of China (including installation and repair) and the Special Equipment Type Test Certificate issued by the National Crane Transport Machinery Quality Supervision and Inspection Center; Foreign manufacturers are required to provide type test reports.
4) If the bidder is an agent, they must obtain and provide a unique authorization letter issued by the manufacturer of the bidding goods for this project.
5) Bidders must submit their bids to the electronic trading platform for bidding and tendering of mechanical and electrical products recognized by the Ministry of Commerce (hereinafter referred to as the Mechanical and Electrical Products Trading Platform, website:) before the deadline for submission of bids http://www.chinabidding.com )Complete valid registration on the website (as the registration review of the mechanical and electrical product trading platform takes some time, if bidders decide to participate in this project bidding, please log in to the website as soon as possible to check if they are already in a valid registration status, in order to avoid affecting normal bidding due to the approaching bidding deadline for registration matters).
6) Domestic manufacturers should provide financial statements audited by intermediary agencies (qualified accounting firms) from 2021 to the present. And the total profit of the financial statements (income statement) from 2021 to present is positive.
7) If the domestic bidder is an agent, they should provide financial statements or financial condition commitment letters audited by intermediary agencies (qualified accounting firms) from 2021 to the present. And the total profit of the financial statements (income statement) from 2021 to present is positive. Enterprises that have been established for less than three years should provide financial statements audited by intermediary agencies (qualified accounting firms) since their establishment until now. 8) The authorized representative of the domestic bidder shall provide proof of payment of social security in accordance with the law for any month within the past three months of the bidding unit.
9) Original or photocopy of the credit certificate issued by the bidder"s bank within three months prior to the bid opening date.
10) If the place of shipment is outside the customs territory, the bidder must be an enterprise registered outside the customs territory.
11) This project does not allow consortium bidding.
