3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 Domestic bidders shall have the ability to independently assume civil liability in accordance with the provisions of the Tendering and Bidding Law of the People"s Republic of China.
3.2 The manufacturer shall have the qualifications and capabilities to design and manufacture the equipment for this bidding. At least one performance table of the bidder (including the manufacturer) in the past three years related to the design, manufacturing, installation, and commissioning of the bidding equipment or similar equipment should be provided during the bidding process. The manufacturer should have a supply performance of more than one similar equipment in the bidding process and must provide supporting materials such as copies of key pages of the contract.
3.3 If the bidder is an agent, they must provide the manufacturer"s unique authorization letter for this project.
3.4 Bidders must submit their bids to the electronic trading platform for mechanical and electrical product bidding recognized by the Ministry of Commerce (hereinafter referred to as the Mechanical and Electrical Product Trading Platform, website:) before the deadline for submission of bids http://www.chinabidding.com )Complete valid registration on the website (as the registration review of the mechanical and electrical product trading platform takes some time, if bidders decide to participate in this project bidding, please log in to the website as soon as possible to check if they are already in a valid registration status, in order to avoid affecting normal bidding due to the approaching bidding deadline for registration matters).
3.5 Manufacturers shall provide financial statements audited by intermediary agencies (qualified accounting firms) from 2021 to the present. And the total profit of the financial statements (income statement) from 2021 to present is positive.
3.6 If the bidder is an agent, they shall provide financial statements or financial condition commitment letters audited by an intermediary agency (qualified accounting firm) from 2021 to the present. And the total profit of the financial statements (income statement) from 2021 to present is positive. Enterprises that have been established for less than three years should provide financial statements audited by intermediary agencies (qualified accounting firms) since their establishment until now. 3.7 Bidders shall provide the Special Equipment Production License of the People"s Republic of China (including installation and repair) within the validity period of the equipment manufacturer, as well as the Special Equipment Type Test Certificate issued by the National Crane Transport Machinery Quality Supervision and Inspection Center; Foreign manufacturers are required to provide type test reports.
3.8 The authorized representative (authorized agent) of the bidder shall provide proof of payment of social security in accordance with the law in any month within the past three months of the bidding unit.
3.9 Original or photocopy of credit certificate issued by the bidder"s bank within three months prior to the bid opening date.
3.10 For some key equipment or patents, bidders must provide the equipment manufacturer"s authorization certificate or patent description in the bid.
3.11 If the place of shipment is outside the customs territory, the bidder must be an enterprise registered outside the customs territory.
3.11 Consortium bidding is not allowed for this project.
