3、Qualification Requirements For Bidder
Qualifications or Performance:Qualification Requirement:1. The bidder shall have the corresponding supply capacity with the bidding project, the right to independently sign the contract and the ability to fulfill the contract; 2. The bidder (or the lead of the consortium if it is a consortium bidding) shall have the quality system certification of the relevant products, and provide the scanned copy of the certification. Contract Reference Requirement:The bidder (or the lead of the consortium in case of consortium bidding) has undertaken at least 3 similar performances with the contract date from January 1, 2019 to the date of bid opening, of which at least 1 similar performance shall meet the following requirements: the contract date is from January 1, 2021 to the date of bid opening, and the total contract amount is at least 80 million RMB or equivalent foreign currency (the contract amount in foreign currency shall be converted in accordance with Clause 4). The bidder shall submit a copy of the contract of the above similar performance (if the contract can"t describe the specific content of the project, the technical agreement must be attached), the specific requirements are as follows:(1) The contract should be signed or stamped by all parties (such as electronic contracts, orders and other special forms of contracts not signed or stamped by all parties, acceptance reports or invoices and other materials to prove the authenticity of the contract should be provided); (2) A copy of the contract should include at least the name of the parties to the contract, the subject matter of the contract, the contract amount, the contract date and signature and seal page (if the performance does not require the contract amount, the contract amount will not be evaluated);(3) The date of the contract shall be the later of the effective time of the contract and the time of signing the contract; (4) If the contract amount is in foreign currency, it shall be converted to RMB according to the exchange rate in Article 15.1 of the Bidding Information Sheet in Chapter 6 of the bidding documents. If the contract fails to reflect the total amount, it shall additionally provide VAT invoices corresponding to not less than RMB 80 million or the equivalent value of foreign currencies used for the settlement of accounts, or settlement statements signed or stamped by the buyer;(5) Similar performance refers to the performance of general contracting of cylinder block or cylinder head production line equipment.
