The Government of Chongqing has received financing from the GEF 7 through the World Bank toward the cost of GEF7 China Sustainable City Impact Program: Research on the Integration of Factor Markets in the Chengdu-Chongqing Economic Circle, Guidelines for Ecological Restoration of Mountains, Waters, Forests, Farmlands, Lakes, and Grasslands, and Mechanisms for Realizing the Value of Ecological Products.
The Services (Contract No.: CQ-CS-08-2) is about carrying out subject research, including but not limited to The main scope of this consulting service (Contract Package No.: CQ-CS-08-2) involves research tasks, including but not limited to: Studying the development pathways for regional factor market integration under the dual-carbon (carbon peak and carbon neutrality) context; Analyzing the current status and challenges of factor market development in the Chengdu-Chongqing Economic Circle; Proposing strategies and policy recommendations for factor market integration in the Chengdu-Chongqing Economic Circle; Identifying ecological environment as a key resource factor in the region, analyzing its ecological endowments and current conditions, and developing guidelines for ecological restoration of mountains, waters, forests, farmlands, lakes, and grasslands, as well as mechanisms for realizing the value of ecological products.
The total effort input for the Services is estimated to be 54 person-months. The implementation period of the Services is expected to be 12 months. The assignment is expected to start in August 2025.

Chongqing Development and Reform Commission of Chongqing now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
1.experience in research related to factor market reform and factor market studies.
2.experience in research related to ecological restoration and ecological governance.
3.experience in research on mechanisms for realizing the value of ecological products.
4.experience in grant or loan projects funded by international financial institutions or foreign government organizations.
5.Copies of relevant project contracts must be provided, stamped with the official seal of the bidding entity.
Note: If the Consultant is a joint venture, all members must meet the above experience requirements, and the joint venture shall consist of no more than two entities. Consultants meeting the above criteria will be considered qualified. The evaluation criteria for Consultants are detailed in the table below. For foreign Consultants, equivalent qualifications will be accepted.
The EOI submitted by a Consultant should include but not limited to the following content:
a. Consultant"s legal name and business license;
b. Contact person and detailed information (address, telephone number, and email address);
c. Brief introduction of the consultant;
d. Consultant"s organizational structure, personnel composition, and facilities;
e. List of relevant project experience;
f. Other documents demonstrating capabilities and qualifications;
g. Power of Attorney.
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the QCBS method set out in the Procurement Regulations.
Interested consultants should submit Expressions of Interest before 11:00 a.m. Beijing time on April 17, 2025 (the time when the EOIs will be opened). Consultants should submit simultaneously: 1. Five (one original and 3 copies) printed copies (in person) in Chinese; 2. One editable electronic copy (via email) in Chinese.
