3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 The bidder shall be an independent legal person legally established and effectively existing in the People"s Republic of China or a country or region with normal trade contacts with the People"s Republic of China (domestic bidder shall provide a copy of the business license; Foreign bidders must provide copies of registration documents).
3.2 If the bid product is not self-produced, the bidder shall provide the original authorization letter issued by the product manufacturer for the project or the copy of the authorization letter issued by the equipment manufacturer to the bidder.
3.3 From January 1, 2022 to the deadline of bidding for the project (subject to the signing of the contract), the sales performance of the SOC chip electrical measurement system of the bidder in China (excluding Hong Kong, Macao and Taiwan, the same below) shall not be less than 3 sets (copies of key pages of the contract shall be provided, and the parts involving commercial secrets can be hidden. However, it must be able to fully reflect the time of signing the contract, the name and quantity of the products, and the names of the parties to the contract that meet the requirements of this clause. If the product name in the contract is different from the requirements of this article, the technical agreement and other supplementary supporting materials may be provided. 3.4 The bidder or the invested product manufacturer shall have a after-sales service organization in China and have the ability to maintain the product (the address of the after-sales service organization, information of after-sales service personnel and after-sales service commitment letter shall be provided (the format shall be customized, and the receiving unit shall be "China Automobile Academy (Jiangsu) Automotive Engineering Research Institute Co., LTD.")).
3.5 Copies of financial statements for 2023 or 2024 (including at least a balance sheet, cash flow statement or income statement) must be provided; If the audited financial statements are provided, a copy of the audit report (including at least the cover and signature and seal pages of the audit report) shall be provided; To provide non-audited financial statements, it is necessary to make a statement of commitment to the authenticity of the financial statements, and sign the statement of commitment and affix the official seal. If the financial audit report or financial statement cannot be provided due to reasons such as less than 1 year of establishment, a copy of the credit certificate issued by the bank can be provided.
3.6 The bidder shall provide the "Integrity Statement" (in its own format) and promise to abide by the relevant laws and regulations of the People"s Republic of China, without the following circumstances:
(1) There are pending lawsuits and poor performance records related to the bid goods or business;
(2) The relevant administrative departments of the State and Chongqing (including the city or any district or county) shall impose the administrative penalty of suspension of the bidding qualification, and within the penalty period.
