3、Qualification Requirements For Bidder
Qualifications or Performance:3.1Except the item 13 at instruction to bidders in volume1, The documents should be provided by the bidder also include follows,
3.1.1 The bidder must be an independent legal person or other organization responding to the tender, the domestic bidder must provide a copy of the valid three-in-one or five-in-one business license, the foreign bidder must provide a copy of the registration certificate, the bid evaluation committee reserves the right to review the original.
3.1.2. The manufacturer of the bidder"s bid products has one or more sets of chassis dynamometer product design, manufacturing and installation performance (with a single set of 48-inch diameter drum single motor 300kW and above motor configuration with a contract amount of 3.2 million yuan or above for a single set of equipment) from January 2022 to the bid deadline date (subject to the contract signing time). Valid performance certification materials shall be provided during bidding: copy of the contract (including but not limited to the first page, last page, signature page, key page, the key page must be able to fully reflect the above performance requirements), if the above performance certification materials can not reflect all the performance requirements, also must provide a copy of the technical agreement related pages of the performance, the bid evaluation Committee reserves the right to review the original.
3.1.3 The bidder must be a manufacturer capable of completing the supply and installation of the project or the sole authorized agent of the manufacturer for the project. Only one bidder of the same brand product is allowed to participate in the bidding of this project, otherwise the bidding of the bidder of the brand will be rejected:
1) If the bidder is a manufacturer, the Manufacturer Qualification Statement shall be provided in accordance with the "Format IV-9-2 Manufacturer Qualification Statement Format" in the first volume of the project bidding document, the bid evaluation committee reserves the right to review the original.
2) If the bidder is an agent, the Bidder"s Qualification Statement (as an agent) and the Authorization Letter issued by the Manufacturer shall be provided in accordance with the Format IV-9-3 Qualification Statement of the Bidder (as an Agent) and Format IV-9-4 Authorization Letter issued by the Manufacturer in the first volume of the bidding document of the project, the bid evaluation committee reserves the right to review the original.
3.1.4 Without financial loss in 2023 for bidder, and related proof should be provided: financial statement after auditing (including balance sheets, cash flow statement, income statement, and all signature should be clear), Bid evaluation committee will reserve the right to check the original.
3.1.5 Bank reference letter: The bidder shall provide the bank reference letter issued within three months prior to the time of bid opening in original or its copy (Bid evaluation committee will reserve the right to check the original).
3.2 The ceiling price of this bidding is as follows:
3.2.1 The ceiling price of this bidding :RMB4280,000.00 (including VAT rate(13%) and fees on site of enduser)
3.2.2 For goods offered from outside PRC customs territory (Delivered Duty Paid Buyer"s Place) Calculation standard: the total bid price shall be converted into RMB according to the spot exchange selling rate of foreign currency against RMB published by the head Office of Bank of China for the first time on the day of bid opening, and then compared with the ceiling price. If the total bid price after conversion exceeds the ceiling price, the bid will be rejected.
3.2.3 For goods offered from within PRC customs territory: Including VAT rate (13%) and fees on site of enduser. If the bid price or adjusted bid price over ceiling price, the bid will be rejected as non-responsive.
