Featuring a built-in UPS buffer power source, it provides a buffer time of at least 10 seconds, ensuring that recordings are not interrupted during sudden power breaks or unstable power conditions. *10.2.2 It features at least four incremental encoder channels, enabling the establishment of a distributed testing architecture for the entire vehicle, thus meeting the requirements for distributing measurement points over long distances and wide spans. It also supports an unattended operational mode. To accommodate the need for wheel-rail force data acquisition using wireless telemetry equipment, equivalent digital signal input channels should be available. Each analog channel is capable of directly acquiring and conditioning various signals, including voltage, current, strain (full-bridge, half-bridge, quarter-bridge), acceleration, and temperature (PT100). Each channel offers independent acquisition and conditioning capabilities with its own 16-bit A/D converter. The maximum configurable sampling frequency for each analog channel is at least 100kHz, with a frequency response not less than 40kHz (-3dB). Voltage measurement ranges from ±5mV to ±50V, and the maximum current measurement range is ±1mA to ±50mA. *10.2.3 Among these, 20 devices have 16 analog channels and 5 devices have 32 analog channels. Each analog channel supports strain measurements for full-bridge, half-bridge, and quarter-bridge configurations without the need for additional signal conditioning. It features a measurement range of ±1000 mV/V and supports quarter-bridge connections with 120Ω or 350Ω resistors, selectable via software. The bridge excitation voltage is adjustable from 2.5V to 10V, and the system offers a voltage measurement accuracy of ≤0.1%. Each channel includes low-pass, high-pass, and band-pass filtering capabilities, with software-adjustable cutoff frequencies ranging from 0.5 Hz to 20 kHz. Sensor power supply options are also available, providing adjustable outputs of 2.5V, 5V, 10V, 12V, or 15V. The channels are equipped with LEMO connectors on the panel for secure and reliable connections. *10.2.6 The acquisition functions and parameters can be configured for acquisition control, data transmission, and other operations. The collector can operate unattended with data stored locally, or it can connect to a PC for online operation, storing real-time data on the PC"s hard drive. Multiple data collectors can be cascaded to construct a local test network for synchronized acquisition. The collector is lightweight and portable, weighing no more than 15kg. Each data acquisition unit is equipped with a UPS power buffer for short power interruptions, providing a buffer time of no less than 10 seconds. *10.3 The use of industrial computer architectures with built-in Windows operating systems should be avoided for the system and modules, to ensure stability and reliability during independent operation. *10.4 The system and modules must be compatible with the Tenderee"s existing dynamic vehicle testing platform for locomotive and rolling stock, enabling synchronized data acquisition and integration under a unified software framework. Platform Compatibility Requirements: Support for secondary development features, providing an interface for secondary development that can be invoked by C#, integrating into the existing platform for unified control and acquisition. The interface includes functionalities such as device control, parameter configuration, data acquisition, and data storage. The data format can be customized and stored according to specific needs. *10.5 A stand-alone, permanently licensed testing and data processing software is provided.

3、Qualification Requirements For Bidder
Qualifications or Performance:*3.1 The Tenderer shall be the manufacturer or agent. If the Tenderer is an agent, it shall provide a formal direct authorization letter from the manufacturer of the equipment on which it acts to agree that it will use the goods in this tendering; otherwise, its tender will be rejected.
*3.2 The Tenderer must provide a copy of the valid business license (business registration supporting documents) or business license supporting documents.
*3.3 The Tenderer and/or manufacturer shall have at least 3 manufacturing/sales performances of the same or similar models/specifications as those in this tendering in the past 5 years (January 1, 2020 to the deadline for submission of Tender Documents), and shall provide a list of main performances. The Tenderer shall provide copies of relevant service contracts (including the cover page, seal page, service content and list page of the contract) as supporting materials.
*3.4 The Tenderer shall provide a credit certificate issued by the Tenderer"s bank within three months before the deadline for submission of Tender Documents (the bank credit certificate shall prove that the Tenderer has normal business dealings with the bank).
*3.5 For domestic Tenderers:
1) The Tenderer shall provide the basic bank account opening permit (or basic deposit information certificate);
2) As of the deadline for tender submission, if the Tenderer is listed as a dishonest person subject to enforcement by the people"s court or included in the "blacklist" with bad work safety records by the Ministry of Emergency Management of the People"s Republic of China (MEM) (including the former State Administration of Work Safety) and listed in the supplier handling notification list, and is still under execution, its tender will be vetoed.
