3、Qualification Requirements For Bidder
Qualifications or Performance:(1) The bidder shall fill in and submit the relevant information in accordance with the requirements of the format IV-9 of Chapter IV-9 of the first volume of the bidding documents.
(2)Bidders whose products are from outside the customs territory must be manufacturers or agents directly authorized by manufacturers. Agents bidding must meet the following conditions:
①The only formal authorization letter from the manufacturer for this bidding must be provided;
②Bidders who have been registered locally in accordance with the law for at least three years from the bid opening date are required to provide valid copies of their business license and other registration documents;
③Within three years from the bid opening date, bidders must have sales performance of similar products in at least two different years. They must provide copies of contracts or orders (at least two copies of contracts or orders from different years) or user certificates to prove their sales performance, and have them signed or stamped by the bidder"s representative.
(3) Bidders whose products are of origin within the customs territory must be manufacturers (agent bidding is not accepted).
(4) The original or scanned copy of the credit certificate issued by the bidder"s bank within three months prior to the bid opening date (signed or stamped by the bidder"s representative).
(5) The bidder has not been included in the blacklist of suppliers, contractors, and service providers of China National Petroleum Corporation (the blacklist of suppliers, contractors, and service providers of the group company can be found on the China Petroleum Tendering and Bidding Network/www.cnpcbidding.com).
(6) Other qualified qualifications as required in Chapter VIII.
