3、Qualification Requirements For Bidder
Qualifications or Performance:(1) Bidders must fill in and submit relevant information in accordance with the requirements of Chapter IV-9, Qualification Certificate Document Format in Volume 1 of the bidding documents.
(2) Bidders should be manufacturers and do not accept bids from agents

Implementation Rules for the Regulations of the People"s Republic of China on the Management of Controlled Chemicals (Order No. 48 of the Ministry of Industry and Information Technology of the People"s Republic of China)
List of Various Monitored Chemicals (Order No. 52 of the Ministry of Industry and Information Technology)
(3) If the origin of the bidding product is outside the customs territory and the ingredients contain the monitored chemical components in the above regulations or other components that have special regulatory requirements for import and operation under national laws and regulations, agents are allowed to bid, and the bidder must be a designated unit of the Ministry of Industry and Information Technology of the People"s Republic of China in accordance with the "Regulations on the Administration of Monitoring Chemicals of the People"s Republic of China", and submit relevant qualification documents such as the business license for such chemicals and the approval of the National Development and Reform Commission.
If bidding for an agent:
①The only formal authorization letter from the overseas manufacturer for this bidding must be provided. The authorization letter must be directly authorized by the manufacturer and secondary authorization is not allowed. The authorization letter must clearly state that the manufacturer is responsible for the quality of the materials and after-sales service;
②Bidders who have been registered locally in accordance with the law for at least three years from the bid opening date are required to provide valid copies of their business license and other registration documents;
③Within three years from the bid opening date, bidders must have sales performance of similar products in at least two different years. They must provide copies of contracts or orders (at least two copies of contracts or orders from different years) or user certificates to prove their sales performance, and have them signed or stamped by the bidder"s representative.
④If the ingredients of the bidding product do not include the above ingredients or the place of origin is within the customs territory, the bidder must be a manufacturer and does not accept bids from agents.
(3) The original or scanned copy of the credit certificate issued by the bidder"s bank within three months prior to the bid opening date (signed or stamped by the bidder"s representative).
(4) The bidder has not been included in the "Three Merchants" blacklist of China National Petroleum Corporation (the "Three Merchants" blacklist of the group company can be found on the China Petroleum Tendering and Bidding Network) https://www.cnpcbidding.com Query).
