3、Qualification Requirements For Bidder
Qualifications or Performance:1. The qualification documents submitted by the bidder to prove their ability to perform the contract after winning the bid shall include the following documents:
(1) If the goods provided by the bidder in accordance with the contract are not manufactured by the bidder itself, the bidder shall obtain: a valid authorization letter from the goods manufacturer agreeing to provide the goods in this bid (see Form IV-9-4 in Chapter 4 of Volume 1 of the Bidding Documents) or authorization from an authorized agent for the bidding product (and relevant proof documents proving that the agent has valid authorization must be provided, and the proof documents must be able to show the integrity of the authorization chain of the goods manufacturer for the bidding product); When determining the number of bidders, if the bidding products of two or more bidders are produced by the same manufacturer or integrator, they shall be recognized as one bidder. If two or more integrators or agents use the same manufacturer"s products as part of their project package, and the total price of the same products exceeds 60% of the total bid price of each project package, it shall be recognized as one bidder.
(2) Authorization letter from the unit leader.
(3) Original or photocopy of the credit certificate issued by the bidder"s bank within three months prior to the bid opening date.
2. "Other qualification certification documents" refer to documents that prove that the bidder or its products meet the following qualification or qualification requirements:
(1) If the bidder is registered domestically, a copy of the business license, organization code, and tax registration certificate should be provided (for enterprises that have implemented the integration of three certificates, a copy of the merged business license should be provided).
