3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 The Tenderer must be the manufacturer of the X-ray detector in its tender or an agent authorized by the manufacturer. If the Tenderer is an agent, it shall provide a power of attorney issued by the manufacturer; otherwise, its tender will be rejected.
3.2 If the Tenderer is a manufacturer, the Tenderer shall provide business license (business registration supporting documents) or business license supporting documents.
If the Tenderer is an agent, in addition to its own business license (business registration supporting documents) or business license supporting documents, it shall also provide the manufacturer"s business license (business registration supporting documents) or business license supporting documents.
3.3 Performance requirements: From January 1, 2019 to the deadline for submission of tenders (subject to the time when a contract or an order is signed), the manufacturer of the X-ray detector in the tender shall have sold at least 1 tire X-ray detector above 35".
Supporting materials: Copies of corresponding sales contracts or sales orders must be provided. Copies of sales contracts or orders must reflect the time of signing, contents, specifications and quantities of products to be sold, seals and signatures, and other key information; otherwise they will be regarded as invalid supporting materials. The contracts or orders where the seller is the manufacturer or its agent are accepted. If the sales contracts or sales orders do not reflect the above information, please attach relevant technical agreements or other supporting documents as supporting materials, otherwise they will be regarded as invalid performance.
3.4 At the deadline for submission of tenders, if a Tenderer within the customs territory has been listed as dishonest persons subject to enforcement on "Credit China" website (www.creditchina.gov.cn), its tender will be rejected.
3.5 The Tenderer shall provide the original or copy of the bank reference letter issued by its opening bank within 3 months before the tender opening date.
3.6 Tenders from consortia are unacceptable for the Project.
3.7 Tenderers shall complete registration and information verification on http://www.ebnew.com or the electronic trading platform for tendering of mechanic & electronic products (http://www.chinabidding.com) before tender.
