3、Qualification Requirements For Bidder
Qualifications or Performance:(1) All Bidders are requested to fill in according to the requirements of Format IV-9 in Section IV and provide relevant information;
(2) Bidders should be internationally renowned brand manufacturers, and consortium bidding is not accepted.
(3) The products provided this time are standardized products with mature technology and do not accept test samples.
(4) The original or scanned copy of the credit certificate issued by the bidder"s bank within three months prior to the bid opening date (signed or stamped by the bidder"s representative).
(5) Other qualified certificates required in Chapter 8.
(6) If the bidder"s bidding products are punished by PetroChina, Sinopec, and CNOOC due to quality issues or poor contract execution before the bid opening date and are still within the punishment period (subject to the official punishment documents issued by the bureau level unit or above), or if either the bidder or the manufacturer has been found to have committed illegal acts by the court, their bid will be rejected.
(7) According to the Implementation Regulations of the Tendering and Bidding Law of the People"s Republic of China [State Council Order No. 613 of the People"s Republic of China] (Article 74), the Implementation Measures for International Tendering and Bidding of Mechanical and Electrical Products (Trial) [Ministry of Commerce Order No. 1 of 2014 of the People"s Republic of China] (Article 76) and other relevant regulations, the winning bidder shall sign a written contract within 30 days from the date of issuance of the winning bid notification. Otherwise, the tenderer will cancel the qualification for winning the bid.
(8) If a bidder engages in fraud, collusion, bid rigging, or interferes with bid evaluation through improper means, they shall be punished in accordance with relevant regulations such as the Implementation Regulations of the Tendering and Bidding Law of the People"s Republic of China (State Council Order No. 613 of the People"s Republic of China), the Implementation Measures for International Tendering and Bidding of Mechanical and Electrical Products (Trial), and the Ministry of Commerce of the People"s Republic of China (Order No. 1 of 2014). At the same time, the bidder shall be punished in accordance with the Management Measures for Import Material Procurement of China National Petroleum Corporation.
(9) The bidder has not been included in the blacklist of suppliers, contractors, and service providers of China National Petroleum Corporation (the blacklist of suppliers, contractors, and service providers of the group company can be found on the China Petroleum Tendering and Bidding Network/www.cnpcbidding.com).
2. Manufacturer qualifications and performance requirements for bidding products
(1) From January 1, 2010 to November 1, 2024 (based on the sales contract time), provide at least 2 domestic gas storage facilities or natural gas injection stations, of which at least 1 performance must have a self controlled ball valve that meets the requirements (medium: natural gas, DN ≥ 4 ", pressure ≥ CLASS2500, and actual operating pressure on site is greater than 35MPa) on-site for at least 5 years, and at least another performance must have a self controlled ball valve that meets the requirements (medium: natural gas, DN ≥ 4", pressure ≥ CLASS2500) on-site for at least 5 years. All self controlled ball valves (medium: natural gas, DN ≥ 4 ", pressure ≥ CLASS2500) that meet the requirements must be provided with proof of no fault operation for at least 5 years on site, with a total of 10 or more units. The user"s contact person and valid contact information must be provided, and the supporting materials should include but are not limited to the following: a certificate of fault free use stamped by the user (the end user), which should clearly state that the product used is a ball valve and the on-site operating pressure (only for ball valves that require an actual operating pressure greater than 35MPa on site), including a clear copy of the sales contract, invoice, and relevant parts of the parameter technical attachment that can be queried and confirmed in the supply list. At the same time, the materials provided should indicate the brand of the electric and pneumatic actuator used (the brand of the electric and pneumatic actuator may not be the same), and be consistent with the brand of the bidding brand.
(2) The bidder shall provide the manufacturer"s domestic special equipment manufacturing license, namely TS certification (including the types and specifications of the bidding products), and the special equipment type test certificate/report issued by the domestic authorized institution (including the specifications and pressure levels of the bidding products) in accordance with the requirements of Chinese customs. The bidder shall provide color copies of the above valid certificates and attachments.
(3) Having long-term after-sales service institutions in China, it is necessary to provide the lease/purchase contract of the after-sales service base, contact person and phone number of the service center. At least one Chinese service engineer"s resume, employment certificate, and domestic on-site service performance certificate are required. After receiving notification from the user, you can arrive at the work site within 72 hours. After sales service agencies have sufficient maintenance and testing tools to achieve a certain level of service capability. The bidding document should specify the bidder"s maintenance capabilities and methods.
(4) Bid commitment: The manufacturer shall be fully responsible for the design of the supplied materials, material procurement, manufacturing of workpieces, assembly of components, provision and inspection of drawings and data, as well as testing conducted in different locations. The supplier/manufacturer shall also be responsible for the performance, overall assembly quality, and transportation of the supplied materials and their supporting products, and shall guide on-site installation and commissioning.
