Overview:Name of goods:Signal System Integration for Shenyang Metro Line 9 Phase II Project.
Scope of bidding: This project includes the design, design liaison, system software development, manufacturing, factory inspection, packaging, transportation, warehousing, installation supervision, testing, experimentation, system integration, comprehensive joint debugging, safety assessment, acceptance, trial operation, opening, personnel training, provision of spare parts and instruments and tools, correction and maintenance of system defects during the quality assurance period of the signal system; and it includes the LTE comprehensive carrying capacity renovation of the existing signal system of Line 9, expansion of existing line batteries, expansion of existing line vehicle depots, renovation of existing line onboard equipment, and renovation of existing line broadband clusters.

Delivery time: The planned construction period is from March 15, 2025 to December 31, 2027.

3、Qualification Requirements For Bidder
Qualifications or Performance:Qualifications or Performance:(1) Qualification conditions of independent bidder: ① The bidders should be an urban rail transit signal system manufacturing enterprise registered in the People"s Republic of China or from countries and regions with normal trade relations with the People"s Republic of China, which operates independently and legally in law and finance, and is capable of providing bidding goods and services of this project, and shall have the overall responsibility for all goods and related technologies, quality, performance, system integration, construction period and after sales service of the metro CBTC signal system provided. ② In the past five years (January 1, 2019 to present), the bidder must have the opening performance of one metro CBTC signal system project in the People"s Republic of China (excluding Hong Kong, Macao and Taiwan) (must also provide a copy or scanned copy of the notice of winning the bid, key pages of the contract and the user"s opening certificate, the original to be checked); ③ The bidder should have the research and production capacity of metro CBTC signal system ATS system, ATP/ATO system, interlocking system. The bidding ATP subsystem, computer interlocking subsystem should be a SIL4 security level and independent third party security certification is needed.④ The bidder should have a testing and verification platform for the metro CBTC signal system(including subsystems).
⑤The project manager must have one track record as a project manager for urban rail transit signal system engineering that has been opened (based on the key page of the contract or user certificate), and should have the qualification certification of a first-class construction engineer, project management engineer, PMP project management professional, or senior engineer technical title.
⑥The project technical leader (chief engineer) must have a total industrial performance of one urban rail transit signal system engineering project that has been opened (based on the key pages of the contract or user certification), and should have the ability to analyze and integrate signal system requirements, as well as on-site testing experience.
⑦At the bidding deadline, the bidder was not included in the list of seriously illegal and dishonest enterprises by the National Enterprise Credit Information Publicity System, and was not included in the list of dishonest persons subject to enforcement on the "Credit China" website.
Qualification conditions and requirements of combination: The project is subject to consortium bidding, which shall meet the following requirements: ① The number of units forming the combination shall not be more than 2; ② Each party to the combination shall be an enterprise registered in the People"s Republic of China or from countries and regions with normal trade relations with the People"s Republic of China, which operates independently and legally in law and finance.
