1.The People’s Republic of China has received financing from the World Bank and a grant from the Global Environment Facility (GEF) toward the cost of Risk assessment training , and the cost of the project will be partially covered by the World Bank grant.

2.Purpose of services:

Risk assessment training and communication content including enterprise and association training, consumer training and risk communication, mainly to participate in the bank project of the government, enterprises, association and consumers, through online training, improve the agricultural project management understanding of risk assessment and ability, master the basic methods of risk assessment and tools, ensure the steady operation and sustainable development of the project.

Publicity objective: According to regional characteristics and project progress, classified training should be conducted in stages. The training scope should cover all project areas, with a total coverage of 1 0 00 people (times), and the number of women should be no less than 3 0 0 people (times).

3.Requirements

(1)Company and training team requirements

① The team leader should have more than 10 years of training experience in agricultural projects.

②Undertaken important scientific research projects in the agricultural field at or above the provincial level

③The company has a relatively fixed team of lecturers and organization operation and maintenance team.

④The company can organize training and exchange activities for more than 1,000 people.

⑤ In the past three years, it has undertaken large-scale promotion activities of large enterprises, public institutions and the government.

⑥ have a certain communication and coordination ability, able to deal with emergencies.

⑦The overall lecturer team should have the title of associate professor or above, and have more than 10 years of working experience.

(2)Delivable list

①The training should be formulated with corresponding themes and courses according to regional characteristics and promoted continuously.

②Establish a risk assessment lecturer team with associate senior technical title or above, fully understand the risk assessment of the project, make 4 sets of courseware, completed before January 1 5,2 025; compile 4 textbooks, each with no less than 100 pages, and completed before January 2 5,20 2 5.

③Customized video courses according to the content of the textbook. Three videos for each video lasting no less than 2 0 minutes to be completed before March 2 5,2 025.

④organization project management, agricultural science and technology enterprise employees, agricultural scientific research personnel until the provincial project office designated place, to carry out theoretical teaching, through interpretation, case analysis, make the students master the basic knowledge and methods of risk assessment, each training time not less than 4 hours, each offline participants not less than 100 people (time), online directional invitation not less than 1 5 0 people (time), including women accounted for not less than 30%.

⑤Invite the expert teams to each project area to guide the practical operation teaching on site, and help the students to carry out the actual operation of risk assessment, including risk identification, assessment, response and other links, so as to improve the students practical operation ability.

⑥If you need to go to the project area for training, you shall arrange the training venues by themselves.

⑦Take advantage of the characteristics of fast communication and high efficiency of the online platform, and carry out various forms of training modes, such as online classroom and online answering questions.

⑧ Build an evaluation system for the effectiveness of the actual effect of the training by collecting the feedback of the trained personnel, so as to provide a basis for the follow-up training work.

⑨ According to the specific needs of the provincial project management office, special personnel shall be arranged to cooperate with the relevant work.

⑩The service time of this project is from the date of signing the contract to December 31,2025.

4.The attention of interested Consultants is drawn to the World Bank Procurement Rules for IPF Borrowers (" Procurement Rules ") (July 2016 edition); Revised November 2017 and August 2018). The Contract will select consultants according to the method of selecting CQS based on qualifications as stipulated in the Procurement Rules.
