3、Qualification Requirements For Bidder
Qualifications or Performance:1. The bidder must be the manufacturer or agent of the goods, if the bidder is an agent, one of the following materials shall be provided:
1) Power of attorney issued directly by the manufacturer;
2) Power of attorney issued by the manufacturer"s affiliate (the affiliate refers to the company controlled or controlled by the manufacturer, or the company belonging to the same group as the manufacturer, and a valid certificate of affiliation is required);
3) Letter of authorization issued by the regional distributor authorized by the manufacturer (valid regional dealer certification materials are required)
Note: The manufacturer"s or manufacturer"s affiliates or the manufacturer"s authorized regional distributor"s own authorization letter format is also acceptable.
2. Documents proving that the bidder has the financial, technical and production capacity required to perform the contract (the format shall meet the requirements of the "Format of the Power of Attorney of the Person in Charge of the Unit", "Format of Qualification Statement", "Format of Manufacturer"s Qualification Statement", "Format of Qualification Declaration of Bidder (as Agent)", "Format of Authorization Letter Issued by Manufacturer" and "Format of Certificate" in Chapter IV Bidding File Format).
3. Performance requirements: From October 1, 2021 to the present (subject to the time of contract signing), the invested products must have no less than 1 set of sales performance in China, and the key pages of the corresponding contract signed by themselves (including at least the seal or signature page of both parties A and B, the content and quantity of the products sold, and the time of contract signing).
4. Credit certificate
1) Bidders in China (excluding Hong Kong, Macao and Taiwan) shall provide a bank credit certificate issued by the bank that opened the basic account within 3 months before the bid opening date;
2) Bidders outside China"s customs (including Hong Kong, Macao and Taiwan) shall provide a bank credit certificate issued by the bank where they opened an account within 3 months before the bid opening date.
(If the credit certificate clearly indicates that the copy is invalid, the original credit certificate must be provided, and the tendering agency reserves the right to review the original).
5. Business license or business license certificate
1) Bidders within the territory of China (excluding Hong Kong, Macao and Taiwan) must provide the following supporting documents:
(1) Business license or legal person certificate of public institution or other proof materials registered in accordance with law.
2) Bidders outside China"s customs (including Hong Kong, Macao and Taiwan) must provide the following supporting documents:
