3、Qualification Requirements For Bidder
Qualifications or Performance:1. The bidder must have the legal personality or a public institution or other organization established in accordance with the law, and the domestic bidder shall provide a copy of the "Business License" or a copy of the "Public Institution Legal Person Certificate"; Foreign bidders must provide copies of registration documents, and the bid evaluation committee reserves the right to review the originals.
2. The bidder must provide the original or copy of the bank credit certificate issued by the bank where the basic account was opened within 3 months before the bid opening date.
3 If the goods provided by the bidder are not manufactured by the bidder itself, the bidder shall provide the authorization letter of the manufacturer of the goods (provide the original authorization letter or the original authorization certificate issued by the manufacturer or the domestic first-class agency, and the authorization letter or authorization certificate shall be able to show the integrity of the product manufacturer"s authorization chain for the bidding product).
4. If the main goods supplied are not produced by the bidder, the bidder must provide the original after-sales service commitment letter of the manufacturer obtained for this bidding, proving that the goods and services in response to the goods and services will be guaranteed by the after-sales service of the goods manufacturer; At the same time, provide the contact information and address of the bidder"s (manufacturer) in the domestic manufacturer"s office or branch and maintenance service center.
5. When the bidder does not have the ability to import goods, it must provide a power of attorney to specify the signatory of the entrusted foreign trade contract and promise to perform all obligations and responsibilities stipulated in the contract.
6. From January 1, 2017 to the present, the original manufacturer equipment with a bad record of returning goods from the purchaser cannot participate in the bidding, and a letter of commitment must be provided and confirmed by the purchaser.
7. The project does not accept consortium bidding.
