3、Qualification Requirements For Bidder
Qualifications or Performance:1.？Legal persons, other organizations or individuals that have an interest relationship with the tenderee and may affect the impartiality of the tender shall not participate in the bidding. Different units whose responsible persons are the same person or have holding or management relationships shall not participate in the bidding for the same tender section or the same tender project for which tender sections are not divided.
2.？The bidder is not within the punishment period for prohibited bidding as confirmed by relevant documents of the administrative department in charge or China Huadian Corporation Limited.
3.？The bidder is not under orders to suspend production or business, go into bankruptcy proceedings, and its assets have not been restructured, taken over or frozen.
4.？The bidder must be a foreign equipment manufacturer or an overseas sales subsidiary of the same group company, established in accordance with the laws of their home country and formally registered, with independent legal personality. If both the manufacturing company and its overseas sales subsidiary from the same group submit bids simultaneously, the bid from the sales subsidiary will be deemed invalid.
5.？If the bidder is the same group"s overseas sales company of an overseas equipment manufacturer, a unique authorization letter from the overseas equipment manufacturer for this project must be provided.
6.？Performance Requirement: The bidding product brand should have a proven track record of at least one turbine bypass device for a 660MW or larger ultra-supercritical coal-fired power generation unit being put into operation from January 1, 2019 to the bid closing date (excluding retrofit projects). All bidding performance records must be accompanied by the following valid and relevant proof materials: (1) Scanned copies of key contract information, including the contract cover page (or first page), scope of supply or list page, main technical requirements (parameters) page, and signed and stamped pages containing content that verifies the authenticity of the performance. (2) Scanned documents with seals from the owner unit providing proof of operation, such as operational certificates, completion acceptance certificates, quality acceptance certificates, settlement invoices corresponding to bid performance contracts, or other materials demonstrating successful commissioning.
