Qualifications or Performance:3. (1) Bidders should have independent legal personality or other organizations; 1) Bidders within the customs territory should have independent legal personality and provide valid business licenses or other proof materials required by the state; Bidders from outside the customs must provide valid proof of enterprise/business registration;

(3) Proof that the bidder has the necessary ability to fulfill the contract (not applicable to overseas bidders): ① Provide audited financial reports for the year 2023 (including balance sheet, income statement, cash flow statement), and if the establishment time is less than one year before the deadline for submitting bidding documents, provide a balance sheet for any period after establishment; ② Proof of tax and social security payments made by the bidder in any month within the past six months;
