3、Qualification Requirements For Bidder
Qualifications or Performance:* (1) The bidder shall fill in and submit relevant materials in accordance with the requirements of Format IV-9, Chapter 4 of Volume 1 of the bidding documents.
* (2) The bidder whose place of origin of the bid product is outside the customs must be the manufacturer (agent bidding is not accepted).
* (3) The bidder whose place of origin of the bid product is within the territory of the Customs must be the manufacturer (agent bidding is not accepted).
* (4) Manufacturer qualification and bid product performance requirements:
(4.1) The manufacturer must have at least 10 years of manufacturing, selling, servicing and designing ultra-low temperature pressure vessels. Since 2014, at least 2 units of the same type of equipment have been used in the world, and the contract has been provided
Scanned copies and project information (including the name of the employer, contact person and telephone number).
(4.2) The products provided are stereotyped products with mature technology, and test products are not accepted
The performance shall be the performance of the manufacturer of the product of the bid.
(4.3) The Bidder warrants that the goods under this Contract are manufactured with first-class technology and the best raw materials and are brand new
The products have been used and are in conformity with the provisions of this Contract and the technical specifications applicable to the goods hereunder in terms of quality, performance and specifications.
(4.4) The bidder shall provide the manufacturer"s "Special Equipment Manufacturing License of the People"s Republic of China" as required by the Chinese Customs.

The bidder shall provide color copies of the above valid certificates and attachments; Or the bidder promises to provide the manufacturer"s "Special Equipment Manufacturing License of the People"s Republic of China" (the scope shall include the specifications and pressure levels of the bid products) in accordance with the requirements of the Chinese Customs before the goods arrive at the port.
* (5) If the bidder is punished by petrochina, Sinopec or CNOOC for product quality problems or lack of contract execution within three years prior to the bid opening date or is still within the penalty period (subject to the official penalty document issued by the bureau level unit or above), its bid will be rejected.
* (6) In accordance with the Regulations on the Implementation of the Law of the People"s Republic of China on Tendering and Bidding [Order No. 613 of The State Council of the People"s Republic of China] (Article 74), the Measures for the Implementation of International Tendering and Bidding for Mechanical and Electrical Products (Trial Implementation) [Order No. 1 of the Ministry of Commerce of the People"s Republic of China in 2014] (Article 76) and other relevant provisions, The successful bidder shall sign a written contract within 30 days from the date of the notice of award. Otherwise, the tenderer shall cancel the qualification of winning the bid.
