3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 All legal persons or other organizations from the People"s Republic of China or countries or regions with which the People"s Republic of China has normal trade relations may participate in the bidding; Domestic bidders shall provide a copy of a copy of a valid business license, and overseas bidders shall provide a copy of a business registration certificate or other valid supporting documents.
3.2 The project accepts manufacturers or agents to participate in the bidding, but the manufacturer and its agents cannot participate in the bidding of the same project at the same time; And if the agent bids, a valid authorization letter issued by the manufacturer shall be provided, and a manufacturer of the same brand and model of products can only entrust an agent to participate in the bidding, and provide the original valid authorization letter.
3.3 Qualification requirements:
(1) If the bidder is a manufacturer, it must meet any of the following elevator manufacturing and installation qualifications (1) or (2):
(1) Have the "People"s Republic of China Special Equipment Manufacturing License" (traction-driven passenger elevator B and traction-driven freight elevator B) issued by the administrative department within the validity period and the "People"s Republic of China Special Equipment Installation, Transformation and Maintenance License" issued by the administrative department within the validity period (elevator installation class B and above license).
(2) Have the "People"s Republic of China Special Equipment Production License" issued by the administrative department, of which the licensed items must be elevator manufacturing (including installation, maintenance, and transformation), and the licensed sub-items include traction-driven passenger elevators (including firefighter elevators) B, or traction-driven freight elevators and forced-drive freight elevators (including freight elevators in explosion-proof elevators). Note: If the highest level of the newly issued production license does not indicate the license parameters, it must provide supporting materials that can be sufficient to prove the bidder"s qualification requirements (such as special equipment type test certificate).
(2) If the bidder is an agent, it must provide the elevator equipment manufacturing license and elevator installation qualification certificate of the invested brand manufacturer (if the agent is responsible for installation, it must also provide the elevator installation qualification certificate authorized and recognized by the manufacturer). The elevator manufacturing and installation qualification level to be provided is the same as that specified in Article (1).
3.4 Performance requirements: The bidder for the same type of equipment invested in this project must have at least one domestic sales performance with a contract amount of not less than 2 million yuan from January 1, 2021 to the deadline for bidding (subject to the time of signing the contract) (provide a complete copy of the contract).
3.5 Credibility Requirements:
3.5.1 Domestic bidders must meet the following conditions:
(1) The bidder has not been included in the list of serious illegal and untrustworthy enterprises in the national enterprise credit information publicity system (https://www.gsxt.gov.cn/index.html) by the administrative authority for industry and commerce;
(2) The bidder has not been included in the list of dishonest judgment defaulters by the people"s court, and shall be inquired on the China Enforcement Information Disclosure Network (http://zxgk.court.gov.cn/); It shall be inquired by the tenderer or the tendering agency, and submitted to the review committee for review during the evaluation.
