3、Qualification Requirements For Bidder
Qualifications or Performance:In addition to meeting the requirements of qualified bidders in Section 2.2 of Chapter 1, Instructions to Bidders, Book I of the International Competitive Bidding Document for the Procurement of Mechanical and Electrical Products, 2014 Edition, compiled by the Department of Mechanical and Electrical Technology Industry of the Ministry of Commerce of People"s Republic of China (PRC), the following conditions shall also be met:
(1) Manufacturers can participate in bidding independently, and manufacturers within the customs territory must have valid business licenses; Manufacturers outside the customs must be legally registered in the host country;
(2) The national general agent or agent of the bidding products can also participate in the bidding, and the national general agent or agent shall have the national general agent certificate and be within the validity period;
(3) Distributors (or agents) authorized by manufacturers or national general agents or agents may also participate in bidding;

(8) Provide the record certificate of paying taxes and social security funds for any three consecutive months since January, 2024. For zero tax payment, you must provide a tax return stamped by the tax department. For suppliers who are tax-exempt or do not need to pay social security according to law, you should provide corresponding documents to prove that they are tax-exempt or do not need to pay social security according to law (the bidding documents should provide the certification materials and affix the official seal).
