1、Bidding Conditions
Overview:Shaanxi Coal Group Yulin Chemical Co., Ltd."s 15 million tons/year coal quality clean and efficient conversion demonstration project, olefin, aromatic hydrocarbon and deep processing engineering (referred to as the "Phase II project"), is based on the Phase I project. Through the integration of coal pyrolysis, coal/semi coke gasification and downstream deep processing technology systems, it further expands and extends the industrial chain, explores new paths for the coupling development of coal based olefins and coal based aromatic hydrocarbons, and produces four categories of high value-added products including high-performance materials, battery electrolyte solvents, degradable materials and special oil products, achieving the high-end, diversified and low-carbon development of the coal chemical industry. According to the principle of "overall planning and step-by-step implementation", the Phase II project is divided into Phase II Phase I project and subsequent projects. The Phase II Phase I project mainly involves the construction of 5.6 million tons/year coal to methanol, 1.48 million tons/year methanol to olefin, and downstream deep processing facilities, producing a total of 2.77 million tons/year of 8 types of products including polyethylene, polypropylene, EVA, SAP, etc. The total area of the Phase II Phase I project is about 9200 acres, with an estimated total investment of about 62 billion yuan.
The main process and auxiliary units of the olefin separation unit include (but are not limited to): compression unit, distillation unit, refrigeration unit, as well as fuel gas system, flare system, waste alkali pretreatment, sewage pretreatment, and other necessary facilities.
Unit scale: The olefin separation unit produces 225 tons/hour of ethylene and propylene, with a process flexibility of 60-110%.
Patent or proprietary technology transfer license, process package preparation, and related technical services for olefin, aromatic hydrocarbon, and deep processing engineering olefin separation unit of 15 million tons/year coal quality clean and efficient conversion demonstration project.

3、Qualification Requirements For Bidder
Qualifications or Performance:(1)The bidder shall be an enterprise or other organization established in accordance with law. It is capable of independently assuming legal responsibility. Bidders in China should provide business license(Provide scanned copies). Bidders from outside China shall provide registration documents with legal benefits(Provide scanned copies).
(2)The project does not accept agent bidding.
(3)The bidder shall provide a certificate of creditworthiness issued by the bidder"s bank within three months prior to the bid opening date.
(4)The bidder has complete intellectual property rights to the methanol to olefin (MTO) process supporting olefin separation patent technology, and must provide at least one application performance of olefin separation operation equipment with a single line processing capacity of not less than 600000 tons/year (ethylene+propylene production, 100% operating condition) for MTO process supporting in China. Effective performance shall be subject to the contract documents, and the contract content shall reflect: the first page of the contract, the main scope of work page, the contract signing time page, and the stamped and signed pages of both parties (technical agreement supplementary contract content can be provided).
