3、Qualification Requirements For Bidder
Qualifications or Performance:The bidder has a valid business license (bidder registered within territory of Peoples Republic of China)/ Incorpration Operating license document (bidder registered outside territory of Peoples Republic of China), and a copy of the corresponding certificate is required;
This project does not accept agent bidding;
Package 1:From July 1,2014 to 7 days before the deadline for submission of tender documents (subject to the contract signing date), the tender products shall have domestic supply performance of pipeline liquid ultrasonic flowmeter used in hydrogenation unit (single performance contract contains at least one pressure level not less than 300 LB and the operating temperature not less than 250℃). Must provide the brand of pipeline liquid ultrasonic flowmeter performance contract (including agent for the end user performance) scan (including the contract and the date, project name, device name, supply content, specifications, supply quantity), if the performance contract cannot prove performance requirements, must also provide technical agreement or technical attachment to prove the performance requirements, if the agent final supply performance, must also provide the bidder to the agent authorized power of attorney and build the bidder, the above scanned content must be clear. Failure to provide performance documents as required above will not be considered valid performance.
Package 2: From July 1,2014 to 7 days before the deadline for submission of bidding documents (subject to the date of contract signing), the bidding products shall have the supply performance of plug-in ultrasonic flowmeter used in the measurement medium of petrochemical devices in China.(Each performance contract contains at least one measuring medium is torch gas and the measuring pipe size is not less than DN1000). Must provide the ultrasonic flowmeter performance contract (including agent for end user performance) of scanned (including the stamp, the contract signing date, project name, device name, supply content, specifications, supply quantity), if the performance contract cannot prove the performance requirements, also must provide technical agreement or technical attachments to prove the performance requirements, if the agent final supply performance, but also to provide the bidder to the agent of the power of attorney and build official seal of the bidder, the above scan content must be clear. Failure to provide performance documents as required above will not be considered valid performance.

Bidder for the product manufacturer, or with the manufacturer belong to the same group (the same parent company holding) or with the manufacturer holding, participating in the sales company, if the bidder for the above situation of sales company, also must issue can prove with the manufacturer belong to the same group (the same parent company holding) or with the manufacturer holding, participation of relevant documents.
If the flowmeter (shell) of the bidding product is manufactured by a manufacturer in China, the bidder shall provide the license category of the Special Equipment Production License of the People"s Republic of China for the manufacture of pressure pipeline components.
The bidder shall provide the Type Approval Certificate of Measuring Instruments of the People"s Republic of China for the bid product.
