3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 The bidder shall be legally established and meet the following requirements:
1) If the goods submitted by the bidder are not manufactured by the bidder himself, the bidder shall obtain the manufacturer"s approval to provide the goods in this tender with the true and effective formal authorization letter (if the authorization letter is issued by the domestic general agent or regional agent, the copy of the valid formal authorization document issued by the manufacturer to the domestic general agent or regional agent shall be attached);
2) Documents proving that the bidder has the financial, technical and production capabilities required for the performance of the contract (to be prepared in its own format and stamped with the bidder"s official seal);
3) In the past 5 years (2019 to date), the filter press manufacturer has accumulated no less than 20 sales performance in the blood products industry worldwide, and the bidding brand has at least 10 years of manufacturing experience in pharmaceutical grade filter press and the product has been verified by the market use of the pharmaceutical industry for at least 10 years (the plate frame is more than 600*600mm production type, non-experimental type). The bidder shall provide the list of performance, and attach the relevant certification materials (format and specific requirements attached to the sixth table of this data table, the performance certification materials sealed by the bidding company are valid). No performance, failure to provide certification materials as required or certification materials are not valid as invalid performance;
4) The board frame is made of polypropylene material, and the board frame and seal ring need to obtain FDA test certification, and FDA test report should be provided.
5) The bidder shall provide the original or photocopy of the bank credit certificate issued by its bank within 3 months before the deadline for submission of the bid documents (if the bidder is a legal person or other organization within China, the original or photocopy of the credit certificate issued by the bank with which it opens the basic account shall be provided);
6) The bidder undertakes that no serious breach of contract has occurred in the procurement project within the system of General Technology Group and is not included in the blacklist of supplier management of the Group;
3.2 The bidder shall not have any of the following circumstances:
1) The bidder is a legal person or other organization that responds to the bidding, has purchased the bidding documents from the bidding agency and participated in the bidding competition. Any legal person or other organization that has not purchased the bidding documents from the bidding agency shall not participate in the bidding.
2) Any legal person or other organization from the People"s Republic of China or a country or region with normal trade relations with the People"s Republic of China (hereinafter referred to as the "qualified source country/region") may bid.
3) Legal persons or other organizations that have an interest in the tenderer and may affect the impartiality of the tender shall not participate in the tender.
4) Legal persons or other organizations entrusted to participate in the preliminary consultation of the project and the preparation of bidding documents shall not participate in the bidding of the entrusted project, nor shall they prepare bidding documents or provide consultation for the bidders of the project.
5) The person in charge of the unit is the same person or different units with holding and management relations shall not participate in the bidding package of the same tender, otherwise the relevant bids are invalid.
6) Only suppliers who are legally and financially independent, operate legally and are independent of the tenderer and the tendering agency may participate in the bidding.
7) the bidder shall be noted in the bidding documents of the tender deadline in China international bidding nets (http://www.chinabidding.com) registered successfully. Otherwise, the bidder will not be able to enter the bidding procedure, and the consequences arising therefrom shall be borne by itself.
8) As of the bidding deadline, the Chinese bidders who are included in the list of people executed for dishonesty and parties to major tax violation cases on the website of "Credit China" (www.creditchina.gov.cn) shall not participate in the procurement activities of the project.
9) Those who have been in serious breach of contract during the implementation of procurement projects within the system of General Technology Group or have been listed in the blacklist of supplier management of the Group shall not participate in the procurement activities of the project.
