Qualifications or Performance:3.1 The bidder is a legal person or other organization from the People"s Republic of China or a country or region with normal trade relations with the People"s Republic of China;
3.2 If the bidder is an agent, they must have a special product agency authorization letter issued by the proposed small rodless aircraft tractor (new energy) manufacturer for this project (a manufacturer can only entrust one agent to participate in bidding for equipment of the same brand and model, otherwise the bidding is invalid; the special product agency authorization letter must specify the equipment model, and bidding without reflecting the equipment model is invalid);
3.3 The bidder"s proposed small rodless aircraft tractor (new energy) must have a valid "Civil Airport Special Equipment Use License" issued by the Civil Aviation Administration of China or a valid "Civil Airport Special Equipment Approval Certificate", or be included in the inspection qualified airport equipment notice published by the Civil Aviation Administration of China;
3.4 The person in charge of the unit or different units with controlling or management relationships shall not participate in the bidding of this bidding project at the same time;
