3、Qualification Requirements For Bidder
Qualifications or Performance:1 All legal persons or other organizations from the People"s Republic of China or countries or regions with normal trade relations with the People"s Republic of China are eligible to participate in bidding; Domestic bidders shall provide a copy of their valid business license, while overseas bidders shall provide a copy of their business registration certificate or other valid proof documents.
2 This project accepts manufacturers or agents to participate in bidding, but manufacturers and agents cannot participate in bidding for the same project at the same time;
If the agent bids, a valid authorization letter issued by the manufacturer for the proposed drag type runway friction coefficient testing equipment for this project should be provided. A manufacturer of the same brand and model of products can only entrust one agent to participate in the bidding, and the original or copy of the valid authorization letter should be provided.
3 The bidder has provided drag friction coefficient testing equipment for one domestic transportation airport in the past five years (from January 1, 2019 to the bidding deadline, based on the contract signing time). The performance proof materials include copies of the contract and user certification letter.
4 If the bidder is a manufacturer from outside the People"s Republic of China, they should have a permanent service agency or authorized agency in China and be able to provide timely and effective after-sales service in the location of this project; If overseas manufacturers authorize agents to bid, the manufacturer should have a permanent service agency or entrust an agency in China to provide after-sales service; Provide an introduction to the after-sales service agency and a copy of the business license (if the after-sales service agency is an agency, a copy of the after-sales service authorization letter issued by the manufacturer must be provided).
5 The proposed friction coefficient testing equipment must have a valid "Civil Airport Special Equipment Use License" or "Civil Airport Special Equipment Approval Certificate" issued by the Civil Aviation Administration of China, or products with normal status notified in the Civil Airport Special Equipment Management System of the Civil Aviation Administration of China.
6 Reputation requirements:
6.1 Domestic bidders must meet the following conditions:
(1) The bidder has not been listed in the National Enterprise Credit Information Publicity System by the Administration for Industry and Commerce( https://www.gsxt.gov.cn/index.html )Listed in the list of serious illegal and dishonest enterprises; Inquiry by the tenderer or bidding agency, and submission to the review committee for review during the evaluation.
