3、Qualification Requirements For Bidder
Qualifications or Performance:3.1. Tenderers who comply with article twenty-six of the "Law of the People"s Republic of China on tendering and bidding";
3.2.The bidder must be the manufacturer of the bidding equipment and have the qualification and ability to design and manufacture portal crane, at the same time, he has the special equipment manufacturing license of the People"s Republic of China and the special equipment installation, transformation and maintenance license of the People"s Republic of China, or has the"PRC special equipment production license" portal Crane Class A (including installation, repair, transformation) , and the license scope covers the products put in, a copy of the business license and the above certificate shall be provided with the official seal in the bidding documents.
3.3 Tenderer"s performance in the design, manufacture and sale of 5 sets of portal cranes of 40 tons or more since 1 January of the 2021 date (whichever is the date of the contract provided) , provide the above performance list and the copy of key pages of performance contract (including the first page of the contract, signature seal page, which can reflect the specifications of portal Crane Contract) with official seal.
3.4. Reputation Requirement: the Tenderer has no record of bad conduct (defined as having been notified by the relevant administrative departments of the state, Zhejiang Province and Ningbo Province to stop the bidding activities and within the period during which the bidding has been stopped) .
3.5.According to the "Notice on joint disciplinary action against the person executed in breach of trust" issued by the Supreme People"s Court and other departments, the bidder may not be the person executed in breach of trust. The tenderer (The Tender Agency) will inquire into the information of the Tenderer"s breach of trust (specifically, the inquiry shall be made on the website www.creditchina.gov.cn on the day of bid opening) . If the tenderer is the person executed for breach of trust, the bid evaluation committee will reject the bid. If the force majeure can not be enquired on the day of bid opening and the inquiry can not be resumed for the time being due to the event, the successful tenderer may be inquired after the bid is announced. If the successful tenderer is a dishonest person, the tenderer shall, according to law, disqualify from winning the bid.
