3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 If the bidder is an agent, they must provide the manufacturer"s unique authorization letter for this project.
3.2 The manufacturer shall have the qualifications and capabilities to design and manufacture the equipment for this tender. When bidding, the bidder (including the manufacturer) should provide a performance table related to the design, manufacturing, installation, and commissioning of the equipment or similar equipment in the past 3 years.
3.3 The bidder shall also have a good after-sales service guarantee system, and shall propose specific measures for technical services and the supply of components after the equipment warranty period expires in the bidding document.
3.4 Domestic bidders shall provide financial statements audited by intermediary agencies (qualified accounting firms) from 2021 to present.
3.5 For some critical equipment or patents, bidders must provide the authorization certificate or patent description of the equipment manufacturer in the bidding document.
3.6 The bidder shall provide the valid Special Equipment Production License of the People"s Republic of China (including installation and repair) and the Special Equipment Type Test Certificate issued by the National Quality Supervision and Inspection Center for Lifting and Transportation Machinery; Foreign manufacturers are required to provide relevant type test reports (within the validity period).
3.7 Domestic bidders must provide a statement stating that they have no major illegal records in the past three years.
3.8 Domestic bidders must provide a screenshot of the website of the National Enterprise Credit Information Publicity System to prove that the list of non serious illegal and untrustworthy enterprises is not available, or a screenshot of the website of the China Judgment Document Network to prove that the unit is not a bribe giver.
3.9 The authorized representative (authorized agent) of domestic bidders must provide proof of legal payment of social security in any one of the past three months by the bidding unit.
3.10 Bidders must submit their bids on an electronic trading platform for mechanical and electrical product bidding recognized by the Ministry of Commerce of China (hereinafter referred to as the "Mechanical and Electrical Product Trading Platform") before the bidding deadline.
