Overview:This bidding project, Airport Works of Lanzhou Zhongchuan International Airport Phase III Expansion Project, has been approved for construction by CAAC Northwest Regional Administration and Gansu Provincial Development and Reform Commission according to the Reply of CAAC Northwest Regional Administration and Gansu Provincial Development and Reform Commission to Preliminary Design and Budget Estimate of the Airport Works of Lanzhou Zhongchuan International Airport Phase III Expansion Project (MHXBJH [2020] No. 141) and (MHXBJH [2023] No. 132). The project Purchaserr is Gansu Civil Aviation Group. The funds of the Project come from the budget of the central government, the Civil Aviation Development Fund, the funds allocated by the local government, the self-raised funds and the loans from New Development Bank (NDB). As the bidding conditions have been met, open bidding is now conducted for the Project.

3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 The Bidder must be a corporate body or company formally registered within the border of any member state of NDB (including the People"s Republic of China, the Republic of India, the Federative Republic of Brazil, Russia, the Republic of South Africa, Uruguay, the United Arab Emirates, Bangladesh and Egypt) with a valid independent legal person qualification; and the proposed equipment must be manufactured by the member states of NDB.
3.2 The Bidder must be a manufacturer able to complete the bidding equipment, i.e. As the manufacturer, the Bidder must provide the Declaration of Manufacturer,
3.3 Legal persons or other organizations who have an interest in the tenderer that may affect the fairness of the bidding process or who are entrusted to participate in the pre project consultation and bidding document preparation shall not participate in bidding.
3.4 The same person serving as the head of different units, or different units with holding or administrative relationship cannot bid this bidding project at the same time.
3.5 The Bidder must provide the audited financial reports in recent three years (from 2020 to 2022). If its existence is less than three years, the audited financial reports since establishment must be provided. If its existence is less than one year, the credit certification issued by the bank must be provided.
3.6 The Bidder must submit the tax certificates in any consecutive three months in the recent year. If its existence is less than three months, the tax certificates since establishment must be provided.
3.7 The companies and individuals (legal representative of the Bidder and the leader of the proposed project) included by the people"s court in the list of trust-breaking persons subject to enforcement are not accepted for this bidding. The Bidder must provide the screenshots of the following search results: (1) the search information of the companies, legal representatives and the leaders of the proposed project after the deadline for bidding registration on the website of "Credit China" (www.creditchina.gov.cn) and its related websites jumped. The Bidder shall inquire the information on the website of "Credit China" first, and must provide the jumping screenshots (if any) and the screenshots of relevant search results; and (2) the screenshots of search results about the enterprises not included in the list of seriously illegal and dishonest enterprises (information of the Bidder) after the deadline for bid registration in the "National Enterprise Credit Information Publicity System" (www.gsxt.gov.cn).
3.8 The companies restricted by the administration for industry and commerce of the People"s Republic of China and the competent authorities of relevant industries for bidding are not accepted in this bid. The Bidder must provide the Letter of Commitment for Unrestricted Bidding or Transactions prepared in the format as agreed in the Bidding Documents in Bid Documents. For any false commitment, the consequences shall be borne by the Bidder. The bid evaluation (review) committee shall cancel the bid qualification of the companies included in the list of trust-breaking persons subject to enforcement or restricted for bidding, or directly reject the bid.
3.9 The Bidder which has been declared ineligible by any member state of NDB in the recent 5 years (from May 2019 to May 2024) is forbidden in the bid.
