3、Qualification Requirements For Bidder
Qualifications or Performance:(1) Bidders are required to fill in and submit relevant information in accordance with the format IV-9 of the qualification certificate document in Chapter 4 of Volume 1 of the bidding documents.
(2) The bidder must be a manufacturer or manufacturer of electric drive centrifugal compressor.
(3) If the bidder is a successful bidder, they must meet the following conditions:
①The only formal authorization letter from the centrifugal compressor manufacturer for this bidding must be provided;
②Explosion proof certificate and CCC certification must be provided for the explosion-proof equipment inside the compressor unit. The design and manufacturing of special equipment must comply with relevant national qualification requirements
(4) If a bidder is punished by China Petroleum, Sinopec, and CNOOC for product quality issues or poor contract execution within three years prior to the bid opening date, or is still within the punishment period (subject to the official punishment document issued by the bureau level or higher unit), or if either the bidder or the manufacturer is found to have committed illegal acts by the court, their bid will be rejected.
(5) According to the Implementation Regulations of the Tendering and Bidding Law of the People"s Republic of China [State Council Order No. 613 of the People"s Republic of China] (Article 74), the Implementation Measures for International Tendering and Bidding of Mechanical and Electrical Products (Trial) [Ministry of Commerce of the People"s Republic of China Order No. 1 of 2014] (Article 76) and other relevant provisions, the winning bidder shall sign a written contract within 30 days from the date of issuance of the winning bid notice. Otherwise, the tenderer will cancel the qualification for winning the bid. At the same time, the winning bidder will be included in the blacklist of import suppliers for Tarim Oilfield.
(6) If a bidder engages in fraud, collusion, or improper means to interfere with bid evaluation, they shall be punished in accordance with relevant provisions such as the Implementation Regulations of the Tendering and Bidding Law of the People"s Republic of China [State Council Order No. 613 of the People"s Republic of China], the Implementation Measures for International Tendering and Bidding of Mechanical and Electrical Products (Trial) [Ministry of Commerce of the People"s Republic of China Order No. 1 of 2014], and the Management Measures for Import Material Procurement of China National Petroleum Corporation Limited.
(7) The bidder has not been included in the blacklist of suppliers, contractors, and service providers of China National Petroleum Corporation (the blacklist of suppliers, contractors, and service providers of China National Petroleum Corporation can be found on the bidding website/www.cnpcbidding. com).
(8) Other Qualification and Achievement requirements stipulated in Chapter VIII.
