3、Qualification Requirements For Bidder
Qualifications or Performance:A legal person or other organization from the People"s Republic of China or a country or region having normal trade relations with the People"s Republic of China, other than meeting the requirements of qualified tenderers as set out in paragraph 2.2 of Chapter 1, notes to tenderers, book I, of the 2014 edition of international competitive tender documents for procurement of electrical and mechanical products, prepared by the division of Electrical, Mechanical and Ministry of Commerce of the People"s Republic of China Industries, the following conditions shall also be met: 1 the manufacturer may participate in the tender independently, the manufacturer in the customs territory shall have a valid business license, and the manufacturer outside the customs territory shall be legally registered in the host country. The national general agent or agent of the bidding products may also participate in the bidding. The national general agent or agent shall have the national general agent certificate within the validity period. 3 dealers (or agents) authorized by the manufacturer or national general agent or agent may also participate in the tender. 4 domestic distributors (or agents) and their authorized national general agents or agents need to have a valid business license; overseas distributors (or agents) need to be legally registered in the local manufacturers and authorized. 7 whether or not to accept a consortium bid: If a consortium bid is accepted, a consortium agreement shall be submitted; if a consortium bid is accepted, each party to a consortium may not bid in its own name in the same tender package or participate in other consortium bids; where a consortium bids, proof of eligibility of the parties to the consortium, a joint tender agreement and a statement of the work and responsibilities to be undertaken by the lead and the parties, with an undertaking that the parties to the consortium will be jointly and severally liable to the tenderer in the event of a successful bid.
