3、Qualification Requirements For Bidder
Qualifications or Performance:(1) The bidder is a legal person or unincorporated organization from the People"s Republic of China or a country or region with normal trade relations with the People"s Republic of China; Bidders or their manufacturers who have an interest relationship with the tenderer and may affect the fairness of the bidding process shall not participate in the bidding process; Bidders who are entrusted to participate in the preliminary consultation or bidding document preparation of the project shall not participate in the bidding of the entrusted project, nor shall they prepare bidding documents or provide consultation for the bidders of the project; The person in charge of the unit or different units with controlling or management relationships shall not participate in the bidding of the same bidding project; Only bidders who are legally and financially independent, operate legally, and are independent of the tenderer and bidding agency can bid;
(2) This project accepts bids from manufacturers or agents, but manufacturers and agents cannot participate in bidding for the same project at the same time. For the same type of product, it must be produced by the same manufacturer; If bidding for an agent, the agent must have a unique authorization letter for the special product issued by the manufacturer for this project. A manufacturer can only entrust one agent to participate in the bidding for equipment of the same brand and model.
Note: There are three types of products in this project, namely ① instrument landing system, ② pointing beacon, and ③ rangefinder.
(3) The equipment tendered by the bidder must have a valid Radio Transmission Equipment Model Approval Certificate issued by the Ministry of Industry and Information Technology of the People"s Republic of China;
(4) The equipment tendered by the bidder must have a valid Civil Aviation Air Traffic Communication Navigation Monitoring Equipment Use License issued by the Civil Aviation Administration of China. The equipment model tendered by the bidder should be consistent with the equipment model stated on the use license;
(5) Reputation requirements:
① Domestic bidders: have not been listed as dishonest debtor by the Supreme People"s Court on the "Credit China" website or the "China Execution Information Disclosure Network" website; Not included in the list of serious violations and dishonesty on the website of the National Enterprise Credit Information Publicity System; Not listed as a serious dishonest entity on the "Credit China" website;
② Overseas bidders: must provide a commitment letter stating that there have been no major product quality issues within the past three years (from January 1, 2021 to the bidding deadline).
